在進入大學之前，我們常被告誡：「只要努力就能成功」、「貧窮是因為不夠打拼」、「犯罪就是個人品行不良」。但真的是這樣嗎？如果個人的成敗只取決於自己，為什麼許多人拚盡全力依然身陷困境？為什麼少子化、高房價、青年低薪會成為整個世代共同的焦慮？社會學的第一步，就是「與理所當然的常識決裂」。
社會學家米爾斯（C. Wright Mills）提出「社會學的想像」（Sociological Imagination），意思是：許多看似個人的微觀煩惱（Troubles），背後其實深刻鑲嵌在宏觀的社會結構與制度問題（Public Issues）之中。如果社會是一座森林，我們每個人就是其中的樹木；要理解一棵樹的生長，不能只看種子本身，更要看土壤、陽光與周遭的生態——這就是社會學「見樹又見林」的眼光。
身為行政管理暨政策的學習者，我們為什麼需要社會學？未來的你們，可能是制度的設計者、政策的推動者，或是公共資源的分配者。公共行政不只是法條的解釋、公文的運作或數據的管理，政策所面對的每一個對象，都是活生生、有血有肉的人。如果缺乏社會學的視野，政策規劃就容易落入「見樹不見林」的盲點，甚至在無意間複製了既有的不平等。在這門課中，我們不強記生硬死板的教條，而是透過生活化的案例、時事討論與經典觀念，帶領大家探討：
1. 自我與社會：我們是怎麼被「社會化」成為現在的自己？
2. 制度與權力：學校、政府、科層組織如何規範並形塑我們的日常行為？
3. 結構與不平等：階級、性別、族群等看不見的結構，如何悄悄決定了一個人的機會與命運？
4. 當代公共議題：從居住正義、少子化危機到勞動困境，政策背後有哪些被忽視的社會機制？
還要提醒的是，社會學未必能為所有複雜的社會問題提供「標準答案」，但它能教我們「問出更好的問題」。在多元紛陳的聲音中，保持清醒獨立的思考，成為一個具備反思力與溫度的人。

Before entering college, we are often warned: "You can succeed as long as you work hard", "Poverty is due to not working hard enough", "Crime is due to bad personal conduct". But is it really so? If a person's success or failure only depends on themselves, why do so many people still end up in trouble despite their best efforts? Why have declining birthrates, high housing prices, and low wages for young people become the common anxieties of the entire generation? The first step in sociology is to "break with common sense."
Sociologist C. Wright Mills proposed the "Sociological Imagination", which means that many seemingly personal micro-troubles are actually deeply embedded in macro-social structural and institutional issues (Public Issues). If society is a forest, each of us is a tree in it; to understand the growth of a tree, we cannot just look at the seeds themselves, but also look at the soil, sunlight and surrounding ecology - this is the sociological perspective of "seeing the forest again for the trees".
As students of administration and policy, why do we need sociology? In the future, you may be system designers, policy promoters, or allocators of public resources. Public administration is not just about the interpretation of laws, the operation of official documents, or the management of data. Every object of policy is a living, flesh-and-blood person. Without a sociological perspective, policy planning can easily fall into the blind spot of “missing the forest for the trees” and even inadvertently replicate existing inequalities. In this course, we do not force you to memorize rigid dogma, but use real-life cases, current affairs discussions, and classic concepts to lead everyone to discuss:
1. Self and society: How are we “socialized” to become who we are today?
2. Institutions and power: How do schools, governments, and bureaucratic organizations regulate and shape our daily behaviors?
3. Structure and inequality: How do invisible structures such as class, gender, and ethnicity quietly determine a person’s opportunities and destiny?
4. Contemporary public issues: From housing justice, the crisis of declining birthrates to labor difficulties, what are the neglected social mechanisms behind policies?
We should also be reminded that sociology may not be able to provide "standard answers" to all complex social problems, but it can teach us to "ask better questions." Amidst the diverse voices, maintain clear and independent thinking and become a person with reflection and warmth.
