介紹行政程序法的基本框架，包含程序事項規定如適用範圍、當事人、管轄與程序之進行，以及政府資訊公開法之規範。另針對行政組織部分，對於行政主體與行政機關和行政法人之部分作進一步較為詳盡之介紹。在公務員法之部分，就公務員之蓋念，公務員之權利義務關係，公務員之責任與救濟之部分作進一步介紹。另外針對公物與公營造物之概念作說明。最後針對特別行政處分的行政罰以及貫徹行政處分義務的行政執行手段作基本說明。
