講述行政法的基本理論，包括基本概念、行政組織、行政作用法及行政救濟法。除此之外，並挑選實務指導學生蒐集、整理、分析、歸納當前行政法制運作缺失及其改善途徑。本課程主要內容為：1.行政法之意義、種類、性質、效力、基本原則。2.行政組織法、公務員法、公物法。3.行政作用法—行政規章、行政處分、行政契約、行政計畫、行政處罰、行政執行。4.行政救濟法—訴願、行政訴訟、國家賠償、國家補償。5.行政法新發展趨勢。並藉理念的分析與現行制度運作之剖析，提出相關批判與改進之建議。

Describes the basic theory of administrative law, including basic concepts, administrative organization, administrative function law and administrative relief law.
