在憲法的架構下，學習行政組織、各種人民與行政機關之間可能會產生的行政法律關係、各種行政行為態樣，並以憲法與行政法之原理原則與規範，檢視行政行為之合憲（合法）性，以保障人民之權利。

講述行政法的基本理論，包括基本概念、行政組織、行政作用法及行政救濟法。除此之外，並挑選實務指導學生蒐集、整理、分析、歸納當前行政法制運作缺失及其改善途徑。本課程主要內容為：1.行政法之意義、種類、性質、效力、基本原則。2.行政組織法、公務員法、公物法。3.行政作用法—行政規章、行政處分、行政契約、行政計畫、行政處罰、行政執行。4.行政救濟法—訴願、行政訴訟、國家賠償、國家補償。5.行政法新發展趨勢。並藉理念的分析與現行制度運作之剖析，提出相關批判與改進之建議。

Describes the basic theory of administrative law, including basic concepts, administrative organization, administrative function law and administrative relief law. In addition, practical guidance is given to students to collect, organize, analyze, and summarize the current deficiencies in the operation of the administrative legal system and ways to improve them.
