本課程內容主要為中華民國憲法的發生背景、意義及其在憲政上的地位。分別就下列十個重點進行課程講授及研討，即：1.國體、政體、主權、領土、國民之規範。2.憲政發展史。3.人民之基本權利與義務及重要國際人權公約，二十一世紀人權新發展趨勢4.釋憲制度與人權及憲政之維護。5.中央政制。6.地方制度。7.均權制度。8.我國之基本國策。9.歷次憲法修正重點。10.憲改的界限及努力方向。11.修憲後政府再造之批判。

The maintenance of the system and human rights and government. 5. Central government system. 6. Local system. 7. Equal rights system. 8. The basic national policy of our country. 9. The key points of correction of the second-hand method. 10. The boundaries and direction of efforts to correct the problem. 11. Criticism of the government's reconstruction after the revision.
