「中華民國憲法與政府」是政治系重要的學年課程之一，本課程的目標在於介紹主要的憲政理論與重要的概念，首先說明憲法的性質與內容梗概，繼而依中華民國憲法的架構逐一探討憲法相關議題與涉及的憲法理論概念。期許同學在經過一學年的修習，奠定良好的基礎之後，能夠順利進階至政治學各相關的領域中。講授以憲法條文為綱本，先以現代憲法理論基礎做介紹，說明立憲主義，接續依照憲法架構分別說明我國憲政架構及其背後涉及的的相關政治學原理以及政治哲學（主義/意識形態），憲法理論概念，而後針對條文據以解釋，並說明憲法自行憲以後迄今的歷次修憲及思維變化。

"The Constitution and Government of the Republic of China" is one of the important academic year courses in the Department of Political Science. The goal of this course is to introduce the main constitutional theories and important concepts. It first explains the nature and content of the constitution, and then discusses the constitutional-related issues and constitutional theoretical concepts involved one by one according to the structure of the Constitution of the Republic of China. It is hoped that after one academic year of study and a good foundation, students will be able to successfully advance to various related fields of political science. The lecture is based on the provisions of the Constitution. It first introduces the theoretical basis of modern constitution and explains constitutionalism. It then explains the constitutional structure of our country and the relevant political principles and political philosophy (ism/ideology) behind it according to the constitutional structure, and the theoretical concepts of the Constitution. Then it explains the provisions based on it, and explains the previous constitutional amendments and changes in thinking since the Constitution was established.

本課程目的在透過對於我國立國理念、憲法的憲政架構設計、政府組織架構設計與相關憲法條文背後所揭櫫、隱含的政哲思維的介紹與說明，使修課同學能對我國憲法與憲政體制運作有所認識，並熟悉相關憲政理論，增進提昇政治學系學生之專業。藉由理論與實際的相互驗證，引發學生對於我國憲政議題的興趣，進而培養學生對於我國憲政體制運作的基本知識，以期具備分析判斷、政策規劃與公共服務的能力。

The purpose of this course is to introduce and explain the political philosophy behind the founding philosophy of our country, the design of the constitutional structure of the Constitution, the design of the government organizational structure and the relevant constitutional provisions, so that students can have an understanding of the operation of our country's constitution and constitutional system, and become familiar with relevant constitutional theories, so as to enhance the professionalism of political science students. Through the mutual verification of theory and practice, students' interest in my country's constitutional issues will be aroused, and students' basic knowledge of the operation of my country's constitutional system will be cultivated in order to equip students with the ability to analyze and judge, policy planning and public services.
