由於政府，社會福利預算愈來愈龐大，法令與政策愈來愈複雜，持續推動「社會安全網」此大規模的計劃，必須將福利服務與社會安全提供給更多人口群，需更有效進行福利服務輸送，
這一切，都靠「管理」來運作，都得有懂管理的工作者使一切順利。
