研究方法是指以系統化及科學化的調查工具，探索、描述與解釋社會現象的知識及技術。由於社會現象通常鑲嵌於複雜的社會系絡，而不像實驗室研究能夠自由設定條件，所以，研究者必須依據研究議題的特性與屬性，選擇與規劃適合的資料蒐集工具，並設計與應用相符的資料分析技術，如此一來，方能掌握社會現象的全貌，進而釐清其背後的成因。是以，具備社會科學研究方法的知識與技術，對於當代政策制定者或公共管理者而言，已是不可或缺的關鍵能力。
因之，本課程奠基於社會科學研究方法的相關知識與技術，嘗試經由「做中學」（learning by doing）的過程，讓同學能夠實際操作及親自體驗社會科學的核心資料蒐集工具，如問卷調查法、深度訪談法等，並結合「學中覺」（reflection in learning）的概念，讓同學可以透過團體互動與腦力激盪的方式，尋找與設計合宜的資料分析技術。詳言之，本課程之規劃將以實際操作為主，理論探討為輔，目的是培養及精進修課同學在研究方法的知識與技術。
Research methods refer to the knowledge and techniques for exploring, describing and explaining social phenomena using systematic and scientific investigation tools. Since social phenomena are usually embedded in complex social networks, unlike laboratory research where conditions can be set freely, researchers must select and plan appropriate data collection tools based on the characteristics and attributes of the research topic, and design and apply them accordingly. Only by using advanced data analysis technology can we grasp the full picture of social phenomena and clarify the causes behind them. Therefore, having the knowledge and technology of social science research methods is an indispensable key capability for contemporary policymakers or public managers.
Therefore, this course is based on the relevant knowledge and techniques of social science research methods, and attempts to use the process of "learning by doing" to allow students to actually operate and personally experience the core data collection tools of social sciences, such as questionnaires. Methods, in-depth interview methods, etc., combined with the concept of "reflection in learning", allow students to find and design appropriate data analysis techniques through group interaction and brainstorming. To be more specific, the planning of this course will focus on practical operations, supplemented by theoretical discussions, with the purpose of cultivating and improving the knowledge and techniques of research methods among course students.
