社區營造所稱之「社區」是結合了「社區」與 「社群」的意義，行政院文化建設委員會（今之文化部）自1994年啟動「社區總體營造政策」、2010年行政院農業委員會推動「農村再生條例」正式實施，及至2019年為「地方創生」元年以來，在政府部門協助推動下，使社區營造形成今日台灣都市與農村基層社區翻轉的實踐力量，社區居民不僅可藉由實際參與與自身之力量改變所在之環境，亦可藉由專業者之進駐輔導使之更加完善；然而，社區營造過程之甘苦絕非未曾實際參與過的人所能體會，因其具有「社會改革」的精神內涵，但也不是一般的「社會運動」，不特別強調體制性的對抗或變革，反而更重視如何在日常實踐中形成共識與行動，轉化社區體質，進而建構公民社會，以及社區自主經濟之延續，其整個過程是長久的。因此，本課程將以學理為基礎，採學中做、做中學之方式進行操作，透過實際場域的操作，使修習之研究生能夠學用合一。The "community" called community construction combines "community" with The meaning of "community" was that the Executive Yuan Cultural Construction Committee (now the Ministry of Culture) launched the "Community General Construction Policy" in 1994, and the Executive Yuan Agricultural Committee promoted the formal implementation of the "Agriculture Regeneration Regulations" in 2010, and it was the "local" in 2019 by "2019" Since the first year of birth, with the support of government departments, the community has been built to form the real power of the transformation of the basic community of urban and rural areas in Taiwan today.
