社區營造所稱之「社區」是結合了「社區」與 「社群」的意義，行政院文化建設委員會（今之文化部）自1994年啟動「社區總體營造政策」、2010年行政院農業委員會推動「農村再生條例」正式實施，及至2019年為「地方創生」元年以來，在政府部門協助推動下，使社區營造形成今日台灣都市與農村基層社區翻轉的實踐力量，社區居民不僅可藉由實際參與與自身之力量改變所在之環境，亦可藉由專業者之進駐輔導使之更加完善；然而，社區營造過程之甘苦絕非未曾實際參與過的人所能體會，因其具有「社會改革」的精神內涵，但也不是一般的「社會運動」，不特別強調體制性的對抗或變革，反而更重視如何在日常實踐中形成共識與行動，轉化社區體質，進而建構公民社會，以及社區自主經濟之延續，其整個過程是長久的。因此，本課程將以學理為基礎，採學中做、做中學之方式進行操作，透過實際場域的操作，使修習之研究生能夠學用合一。The term "community" in community building combines the meanings of "community" and "community".
