地理資訊系統與公共事務管理的連結已愈來廣泛，主要原因在於公共管理的內容多數與空間位置的地理資訊有關。因此，面對當代GIS的普及應用與發展，本課程首先介紹GIS的基本內涵，接著透過GIS應用於公共管理的案例與相關研究報告的介紹，讓學生了解當前政府部門為了提昇公共服務的品質與管理效率時，其具體應用GIS進行公共管理與決策分析的類型。透過本課程，同學除了可以理解GIS在行政管理與政策分析上的重要性與潛能，更重要的是同學可以學會GIS軟體的基本操作與分析能力，進而具備有競爭力的資訊能力。

本課程主要目標在於:
1.讓修課同學認識地理資訊系統(GIS)的基本內涵；
2.讓修課同學認識公共管理與地理資訊的連結；
3.讓修課同學了解當前公部門如何具體應用GIS進行社會議題分析與決策分析；
4.讓修課同學理解GIS在行政管理與政策分析上的重要性與潛能；
5.讓修課同學具備GIS軟體(QGIS、GeoDa)的基本操作能力。

The link between geographic information system and public affairs management has become increasingly widespread, the main reason is that the content of public management is related to the geographical information of space locations. Therefore, in the face of the popular application and development of contemporary GIS, this course first introduces the basic connotation of GIS, and then through the cases and introduction of relevant research reports on GIS application in public management, students can understand the types of public management and decision analysis currently used by government departments to improve the quality and management efficiency of public services. Through this course, students can not only understand the importance and potential of GIS in administrative management and policy analysis, but more importantly, students can learn the basic operation and analysis capabilities of GIS software, and thus have competitive information capabilities.

The main goals of this course are:
1. Let students in the course understand the basic connotation of the geographical information system (GIS);
2. Let students in the course understand the link between public management and geographical information;
3. Let students in the course understand how the public department currently applies GIS to conduct social discussion topic analysis and decision-making analysis;
4. Let students in the course understand the importance and potential of GIS in administrative management and policy analysis;
5. Allow students to have the basic operating capabilities of GIS software (QGIS, GeoDa).
