本學期將介紹國家法I (Staatsrecht I) : 憲法的基礎理論和國家機關組織。

This period will introduce the State Law I (Staatsrecht I): the basic theories of the law and the national mechanism organization.

介紹中華民國憲法的發生背景、意義及其在總體法律上的地位，再認識什麼是「法律母法」。
本課程內容主要為中華民國憲法的發生背景、意義及其在憲政上的地位。分別就下列十個重點進行課程講授及研討，即：1.國體、政體、主權、領土、國民之規範。2.憲政發展史。3.人民之基本權利與義務及重要國際人權公約，二十一世紀人權新發展趨勢4.釋憲制度與人權及憲政之維護。5.中央政制。6.地方制度。7.均權制度。8.我國之基本國策。9.歷次憲法修正重點。10.憲改的界限及努力方向。11.修憲後政府再造之批判。

Introduce the background, meaning and its overall legal status of the Republic of China law, and then understand what is the "maternal law of law".
The content of this course mainly focuses on the background, meaning and status in political affairs of the Republic of China. Course teaching and discussion on the following ten key points, namely: 1. The regulations of the country, government, authority, territory, and nationality. 2. History of political development. 3. The people's basic rights and obligations and important international human rights treaties, the new trend of development of human rights in the twenty-first century 4. The maintenance of the system and human rights and government. 5. Central government system. 6. Local system. 7. Equal rights system. 8. The basic national policy of our country. 9. The key points of correction of the second-hand method. 10. The boundaries and direction of efforts to correct the problem. 11. Criticism of the government's reconstruction after the revision.
