憲法為所有內國法中最高位階，學習憲法的目的在於，除理解憲政基本概念外，透過基本人權的概念、內涵等重要內容的學習，了解尊重並保障自己與他人的基本權利重要；透過權力分立的重要內容學習，了解我國憲政機關的架構與區分，以及其目的；透過憲法變遷的學習，了解當憲法須進行修正，以符合當代思想理念時，應如何處理。
本課程除學理外，並透過憲法法院的實際案例、社會議題與時事，了解重大憲法爭議問題。

The purpose of studying the Constitution is to, in addition to understanding the basic concepts of constitutionalism, understand the importance of respecting and protecting the basic rights of oneself and others through the study of the concepts and connotations of basic human rights. 本課程內容主要為中華民國憲法的發生背景、意義及其在憲政上的地位。分別就下列十個重點進行課程講授及研討，即：1.國體、政體、主權、領土、國民之規範。2.憲政發展史。3.人民之基本權利與義務及重要國際人權公約，二十一世紀人權新發展趨勢4.釋憲制度與人權及憲政之維護。5.中央政制。6.地方制度。7.均權制度。8.我國之基本國策。9.歷次憲法修正重點。10.憲改的界限及努力方向。11.修憲後政府再造之批判。
