很多國貿系學生會想:「我又不想當人資,為什麼要修國際人力資源管理?」,但事實上,國際人力資源管理並不是在教你當人資,而是在教你「如何在跨國企業中工作與做決策」。對國貿系學生來說,未來無論進入的是國際業務、採購、供應鏈、專案管理、海外營運、ESG 或管理儲備幹部(MA),幾乎都會遇到「跨國團隊與跨文化管理」的情境,而這正是國際人力資源管理的核心。如果你已經修過或正在考慮修「組織行為與人力資源管理」(著重企業內部),這門《國際人力資源管理》將帶你從完全不同的角度切入。這門課會讓你從策略性人力資源管理角度理解,企業在海外設廠、擴張市場(例如科技業全球布局)時,人力資源如何成為支撐國際營運的關鍵策略,而不只是後勤單位。
本課程並非以培養人力資源專業人員為主要目標,而是從國際經營與企業永續發展的角度,協助國貿系學生理解跨國企業在全球布局下,如何透過策略性人力資源管理支撐其國際營運與競爭策略。相較於「組織行為與人力資源管理」著重於企業內部的人員互動與管理制度設計,本課程更關注企業在不同國家、制度與文化環境中,如何因應國際化所帶來的人力資源挑戰。透過國際企業案例與實務情境分析,課程將引導學生認識跨國企業在人力招募、培育、配置、報酬與勞資關係等面向的決策邏輯,並理解這些人力資源安排如何影響企業的海外營運效率與長期發展。對國貿系學生而言,這樣的訓練有助於建立對企業國際決策背後「人力因素」的整體理解,而不僅停留在市場、制度或貿易條件層次。
此外,本課程將結合企業永續報告書中 ESG「Social社會 」構面之相關內容,協助學生解讀企業在人力資本、勞動條件、人才發展與國際勞動標準上的具體作法。透過永續報告書的分析練習,學生能培養以企業與管理者視角閱讀永續資訊的能力,進一步強化其在國際業務、供應鏈管理、海外專案或企業永續相關工作的專業競爭力。整體而言,本課程旨在協助國貿系學生建立「能在跨國企業中有效運作」所需的管理理解與分析能力,使學生未來無論投入國際業務、海外營運、管理儲備幹部或進階學習,皆能具備理解跨文化情境、企業制度與人力資源策略之基礎,形成與國際經營專業相互支撐的重要能力。
Many international trade students will think: "I don't want to be a human resource, so why should I study international human resource management?" But in fact, international human resource management is not teaching you to be a human resource, but teaching you "how to work and make decisions in a multinational enterprise." For international trade students, whether they enter international business, procurement, supply chain, project management, overseas operations, ESG or management reserve (MA) in the future, they will almost always encounter the situation of "transnational teams and cross-cultural management", which is the core of international human resources management. If you have already taken "Organizational Behavior and Human Resource Management" or are considering taking "Organizational Behavior and Human Resource Management" (focusing on the internal aspects of the enterprise), this "International Human Resource Management" will take you from a completely different perspective. This course will allow you to understand from the perspective of strategic human resources management how human resources become the key strategy to support international operations when companies set up factories overseas and expand markets (such as the global layout of the technology industry), not just the logistics unit.
The main goal of this course is not to train human resources professionals, but to help international trade students understand how multinational companies support their international operations and competitive strategies through strategic human resource management under the global layout from the perspective of international operations and corporate sustainable development. Compared with "Organizational Behavior and Human Resource Management" which focuses on the human interaction and management system design within the enterprise, this course focuses more on how enterprises respond to the human resource challenges brought about by internationalization in different countries, systems and cultural environments. Through the analysis of international enterprise cases and practical situations, the course will guide students to understand the decision-making logic of multinational enterprises in terms of human resources recruitment, training, allocation, compensation and labor relations, and understand how these human resource arrangements affect the overseas operating efficiency and long-term development of enterprises. For international trade students, such training helps to establish an overall understanding of the "human factors" behind corporate international decision-making, not just at the market, system or trade conditions level.
In addition, this course will combine the relevant content of the ESG "Social" aspect of corporate sustainability reports to help students interpret the company's specific practices in human capital, labor conditions, talent development and international labor standards. Through the analysis and practice of sustainability reports, students can develop their ability to read sustainability information from the perspective of enterprises and managers, and further strengthen their professional competitiveness in international business, supply chain management, overseas projects or corporate sustainability-related work. Overall, this course is designed to help students from the Department of International Trade develop the management understanding and analytical skills needed to "operate effectively in multinational enterprises." This course will enable students to have a foundation for understanding cross-cultural situations, corporate systems and human resource strategies, whether they are involved in international business, overseas operations, management reserve cadres or advanced studies in the future, forming important abilities that mutually support the international business major.

Through the "International Human Resources Management Course", students can strengthen the professional functions required for their future employment in international companies or overseas employment as human resource management positions, or for further study in international human resource management-related graduate schools.
