教育目標 Course Target

透過社會安全網計畫第一期與第二期等政府計畫,社會工作系畢業生進入政府體系的機會明顯增加,即使在民間的機構,其經費也可能來自政府。愈來愈重要的公職社會工作師也成為社會工作界待遇較佳、晉升機會多的領域,自112年秋天起,公職社工師除了筆試也採用口試,題目多以社會福利行政實務為主。社會工作系的學生進入政府工作或實習的可能性提高,即使在民間的非營利組織服務,也與政府的行政,密切相關。因此「社會福利行政」課程的重要性上升。
社會福利行政的任務正在快速變遷之中,民國69年,總統連續公告三項對我國社會福利發展影響深遠的法令,分別是<老人福利法>、<殘障福利法>、<社會救助法>。五十多年來,這三項法令陸續修正,加上相關的法令,各種計劃依序實施,奠定了社會福利行政體系的基礎。
政府依法行政,有了相關法令,各級政府就需按照法令規畫合適的組織,準備執行法令的人力,更要編列預算。為了服務老人、身心障礙者、貧困者而有的需求,各種以現金給付(in-cash)成為各地社會福利行政體系公務運作的重點。社會局處、區公所的社會課都是福利服務輸送的通路。
在法規方面,針對弱勢人口群給予協助的法令持續強化。舉例來說,兒童暨少年福利的預算,增加最快。身心障礙權益保障法的修正、ICF新制的推動,身權公約的上路等,增加身心障礙福利的人力。老人福利隨著高齡社會的正式到來,各項福利服務需求殷切,政府積極因應。在社會救助領域,法令及作法傳統的貧民調查及現金濟助改變,各種脫貧措施愈來愈受到重視。
自從性侵害犯罪防治法和家庭暴力防治法通過後,保護服務成為社會福利行政的重點業務,加上兒童少年權益保障法的修正,性侵、家暴、兒虐等所謂的113業務自107年至109年有社會安全網第一期,110年起至114年則有社會安全網的第二期,聘用大量社會工作人力。
在經費方面,社會福利預算占中央政府各項總支出已經高居第一位,達到百分之二十三以上,佔各地方政府的預算也多在百分之十五上下。
在與民間組織的互動方面也有了新形勢,政府龐大的福利經費必須與民間組織齊心推動,落實對弱勢團體的服務。實際執行的方式往往透過各種方案的委託,因此,各非營利組織、各宗教體系乃至學校,也都加入福利服務的行列,政府的社會福利行政,愈來愈多元。民間組織、學者專家、媒體與社群網路乃至有需求的民眾及家屬,都是社會福利行政者必須互動的。
問題是社工系的學生如何了解這些變化,並且在生涯規畫中對變化加以考慮,預做準備呢?社工系的畢業生如果從事與社工有關的,大致有幾種出路:考研究所、考社工師執照、考社會行政的高普考、考公職社工師的高考、透過甄選成為政府體系的約聘雇用人員、擔任職務代理人、進入民間社會福利體系成為政府方案的執行人、進入民間社會福利體系擔任方案管理者或社工等。這些,都需要深入了解社會福利行政。尤其是在政府裏領薪水的,須充分掌握社會福利行政的實務。

Through government programs such as the Social Safety Net Program Phase I and Phase II, the opportunities for social work graduates to enter the government system have significantly increased. Even in private organizations, their funding may come from the government. The increasingly important public social workers have also become a field with better remuneration and more promotion opportunities in the social work world. Since the fall of 2012, public social workers have taken oral exams in addition to written examinations, and most of the questions are based on social welfare administrative practices. Students in the Department of Social Work are more likely to enter government jobs or internships. Even serving in private non-profit organizations is closely related to government administration. Therefore, the importance of the "Social Welfare Administration" course has increased.
The tasks of social welfare administration are changing rapidly. In the 69th year of the Republic of China, the president successively announced three laws that had a profound impact on the development of social welfare in our country, namely the "Elderly Welfare Law", the "Disability Welfare Law", and the "Social Assistance Law". Over the past fifty years, these three laws have been successively revised, coupled with related laws and regulations, and various plans have been implemented in sequence, laying the foundation for the social welfare administrative system.
The government administers according to the law. With relevant laws and regulations in place, governments at all levels need to plan appropriate organizations in accordance with the laws, prepare manpower to implement the laws, and prepare budgets. In order to serve the needs of the elderly, the physically and mentally disabled, and the poor, various cash payments (in-cash) have become the focus of the official operations of the social welfare administrative systems in various places. The Social Affairs Bureau and the social affairs section of the district office are channels for delivering welfare services.
In terms of laws and regulations, laws and regulations to provide assistance to vulnerable population groups continue to be strengthened. For example, the budget for children and juvenile welfare has increased the fastest. The amendment of the Law on the Protection of Rights and Interests of Persons with Disabilities, the promotion of the new ICF system, and the launch of the Convention on Physical Rights have increased the manpower for welfare for persons with disabilities. Welfare for the Elderly With the official arrival of an aging society, there is a huge demand for various welfare services, and the government is actively responding. In the field of social assistance, traditional poverty surveys and cash assistance have changed in laws and practices, and various poverty alleviation measures have received increasing attention.
Since the passage of the Sexual Assault Crime Prevention Law and the Domestic Violence Prevention Law, protective services have become a key business of social welfare administration. In addition, with the amendment of the Law on the Protection of Rights and Interests of Children and Adolescents, the so-called 113 businesses such as sexual assault, domestic violence, and child abuse have had the first phase of the social safety net from 107 to 109, and from 2010 to 114, there has been the second phase of the social safety net, employing a large number of social work manpower.
In terms of funding, the social welfare budget ranks first in the central government's total expenditures, accounting for more than 23%, and accounts for about 15% of the budgets of local governments.
There is also a new situation in interaction with civil society organizations. The government's huge welfare funds must be promoted jointly with civil organizations to implement services for disadvantaged groups. The actual implementation method is often through the commissioning of various programs. Therefore, various non-profit organizations, various religious systems and even schools have also joined the ranks of welfare services. The government's social welfare administration has become increasingly diversified. Social welfare administrators must interact with civil society organizations, scholars and experts, media and social networks, and even people in need and their families.
The question is how can social work students understand these changes, take them into consideration in career planning, and make preparations? If graduates of the Department of Social Work engage in careers related to social work, they generally have several options: taking the graduate school entrance exam, taking the social worker license exam, taking the college entrance exam for social administration, taking the college entrance exam for public social workers, becoming a contract employee in the government system through selection, serving as a job agent, entering the civil society welfare system to become the executor of government programs, entering the civil society welfare system as a program manager or social worker, etc. All of these require an in-depth understanding of social welfare administration. Especially those who receive a salary from the government must fully understand the practical aspects of social welfare administration.
