本課程主要介紹社會政策以及社會立法的相關概念，說明社會政策的定義、相關意識型態和價值、政策制定的模型、以及比較政策等內容。第⼀部分介紹Gilbert發展的社會政策分析架構，做為分析各種社會政策與立法的參考架構；其次介紹社會政策幾個重要的意識型態，俾利深入了解社會福利政策發展的哲學思維與政治、經濟、歷史脈絡輔以社會福利價值之省思。第⼆部分則以介紹社會政策與社會立法的定義、模型、分類與歷史沿⾰，以建立社會政策相關的知識基礎。第三部分，學⽣搭配專題報告採⽤整套概念架構分析我國重要的社會政策(如社會保險、社會救助、包含兒少、⾝障、老⼈、婦女在內的福利服務)。This course mainly introduces the related concepts of social policy and social legislation, explains the definition of social policy, related ideologies and values, models of policy formulation, and comparative policies. The first part introduces the social policy analysis framework developed by Gilbert as a reference framework for analyzing various social policies and legislation; secondly, it introduces several important ideologies of social policy to gain an in-depth understanding of the philosophical thinking and politics of the development of social welfare policies. The economic and historical context are supplemented by reflections on the value of social welfare. The second part introduces the definition, model, classification and historical evolution of social policy and social legislation to establish a knowledge base related to social policy. In the third part, the special report on student matching uses a complete set of conceptual frameworks to analyze my country's important social policies (such as social insurance, social assistance, welfare services including children, children, the disabled, the elderly, and women).
This course is aimed at providing undergraduate students with a historical, social and descriptive synthesis on the current social welfare scene.
