現今社會變遷的速度愈來愈快，各項社會需求與相關議題層出不窮，故社會政策的制定與實施，攸關人民的福祉與社會的發展 ; 而社會立法則是明確保障人民的權益，更是實踐社會政策目標的重要途徑。國家透過社會政策與社會立法進行資源重分配，以降低社會不平等，並且提升弱勢族群的生活福祉，其終極目標為追求社會公平正義的實現。
「社會政策與社會立法」的課程重點，除了聚焦在社會政策的發展脈絡、內涵、價值、意識形態與理論觀點，也會引導學生理解社會政策與立法的制定過程與福利服務輸送，並探討國內社會政策發展過程中所遭遇的重大議題與挑戰。

Therefore, the formulation and implementation of social policies are related to the well-being of the people and the development of society; and social legislation clearly protects the rights and interests of the people, and is An important way to implement social policy goals. The state redistributes resources through social policies and social legislation to reduce social inequality and improve the well-being of disadvantaged groups. Its ultimate goal is to pursue social fairness and justice.
The course focus of "Social Policy and Social Legislation", in addition to focusing on the development context, connotation, value, ideology and theoretical perspectives of social policy, will also guide students to understand the formulation process of social policy and legislation and the delivery of welfare services, and explore domestic Major issues and challenges encountered in the development of social policies.
