本課程的目的在銜接第一學期國際關係的理論與重要議題，並探究在國際社會無政府狀態中的戰爭與衝突，和平與合作。本學期重點在於描述，分析與探討對世界和平的威脅，以及如何化解潛在的威脅。
學期的下半段則是聚焦在全球金融、貿易與環境等非傳統安全議題。在21世界的今日，這些非傳統安全議題對大部分人的日常生活影響更大。
The purpose of this course is to follow the theories and important issues of international relations in the first period, and to explore wars and conflicts, peace and cooperation in the international social ungovernmental state. The focus of this period is on describing, analyzing and exploring threats to world peace, and how to resolve potential threats.
The second half of the study period will focus on non-traditional security issues such as global finance, trade and environment. Today in the 21 world, these non-traditional security issues have a greater impact on the daily lives of most people.
