本課程之教學目標在於講授憲法學之基本概念，介紹憲法之架構與內容， 使學生了解憲法學研究之意義、目的與範圍，培養學生對近代憲法之認知， 更具體瞭解憲法與人權保障及統治權力運作與憲法相關之問題。

The teaching objectives of this course are to teach the basic concepts of sympathy, introduce the structure and content of sympathy, so that students can understand the meaning, purpose and scope of sympathy research, cultivate students' understanding of modern sympathy, and understand more specifically the problems related to sympathy, human rights protection, and politician operation and sympathy.

本課程內容主要為中華民國憲法的發生背景、意義及其在憲政上的地位。分別就下列十個重點進行課程講授及研討，即：1.國體、政體、主權、領土、國民之規範。2.憲政發展史。3.人民之基本權利與義務及重要國際人權公約，二十一世紀人權新發展趨勢4.釋憲制度與人權及憲政之維護。5.中央政制。6.地方制度。7.均權制度。8.我國之基本國策。9.歷次憲法修正重點。10.憲改的界限及努力方向。11.修憲後政府再造之批判。

The key points of correction of the second-hand method. 10. The boundaries and direction of efforts to correct the problem. 11. Criticism of the government's reconstruction after the revision.
