教育目標 Course Target
半總統制是最多民主國家採用的憲政體制，我國1997以來也被定義為半總統制的憲政。實際運作上，半總統制可能偏向議會內閣主導（例如奧地利、冰島、愛爾蘭），也可能偏向總統主導（例如臺灣）。本課程從憲法的理論、行政立法關係作半總統制憲法的學理分析，並輔以實際經驗的討論，讓同學對此一憲政體制有完整的認識。
Semi-council is the most adopted political system by democratic countries, and our country has also been defined as a semi-council political system since 1997. In actual operation, semi-general may tend to be in-house (such as Austria, Iceland, Irish), or may be in general (such as Taiwan). This course provides a semi-general system theory from the theory of the law and administrative legislation, and discusses it with practical experience, so that students can have a complete understanding of this political system.
