教育目標 Course Target

1.是「社工」的,是基於社工專業、探討社工組織、說明社工體系的。無論是舉例、解釋、作法、法律、行政命令、思潮等,都是社工方面的。 2.是「管理」的,集中重點談管理,各方面的管理。包括管理的知識、概念、專有名詞、技術與作法。 3.是「實用」的,因為要包含管理的各層面、各主題、各要素,因此必須簡要介紹。 本課程介紹社會工作管理領域的基本知識、理論、概念與方法,也透過具體實例及新聞事件做討論分析。 效率是把事情做對(do things right),績效則是做對的事情(doing the right things)。管理是找對的事情做,並把資源和力量集中,把事做對。因為資源總是有限,學習社工管理是學習善用各種資源。管理者總是透過別人來完成事情(getting things do through people),與別人工作並指導他人工作(working with and through others)。社會工作者需學習與別人一起工作,做稱職的配合者,並準備好管理人、事、物。 社會工作是助人的專業,助人要有方法,社會工作組織從事各種助人的服務必然要有效率又有效果的進行。因此需要管理!管理的核心是「不要管人,但要理人」,尊重組織裡的各種人才,協助每一位集中重點,把該做的事做好。組織裡的事很多,主要是人力、財務、資訊、總務、資源、行銷、公關等,每一方面都已經發展出管理的方法。各社會工作組織應用這些方法來運作,使助人的服務能順利進展。 管理,主要是「管人」與「管事」,前者求和諧,後者求績效。管事情,事情主要分為例行與創新兩大部分,處理例行的,靠品質管理、作業流程控管;處理創新,行銷是關鍵。能夠創造獨特的績效,主要是在組織外找尋更多機會。 管理的目的是「培育向心力高的員工」與「打造高績效的組織」,前者是管人的重點,後者是創造利潤的重點。管理的工作重心,在於同時創造績效與照顧員工,前者是展現經濟面,後者是考量社會面。處理錢的關鍵是「價格」,創造同仁的能力則屬「價值」。讓員工認同開創的價值,則組織會更有價值。 社會工作管理是一種持續的活動,執行管理的是管理者,管理者在組織(organization)裡從事各種管理。社會工作管理是新興的學科,主要借重管理學、組織理論、組織行為等的知識、理論和技巧。但是當這些應用到各類型社會福利組織時,有許多值得深思檢視的議題。本課程是分析「管理」,而不僅是「管理者」,以對事情的討論說明為主。1. Because resources are always limited, learning social work management is learning to make good use of various resources. Managers always getting things do through people, working with and through others. Social workers need to learn to work with others, be a co-worker of their jobs, and be prepared to manage people, things, and things well. Social work is a profession for helping people. Helping people requires methods. Social work organizations must be efficient and effective in serving various helpful people. Therefore, management is needed! The core of management is "don't care about people, but be responsible", respect all kinds of talents in the organization, help everyone concentrate on their focus, and do what they should do well. There are many things in the organization, mainly manpower, finance, information, general business, resources, marketing, public relations, etc. In each aspect, management methods have been developed. Various social work organizations apply these methods to enable helpful services to progress smoothly. Management mainly refers to "managing people" and "managing affairs". The former seeks harmony, while the latter seeks effectiveness. When dealing with things, things are mainly divided into two parts: routine and innovation. For routine handling, they rely on quality management and work process control; when dealing with innovation, marketing is the key. The ability to create unique performance is mainly to find more opportunities outside the organization. The purpose of management is to "cultivate employees with high centripetal force" and "create high-efficiency organization". The former is the focus of managing people, while the latter is the focus of creating profits. The focus of management is to create performance and care for employees at the same time. The former is to show economic aspects, while the latter is to consider social aspects. The key to processing money is "price", and the ability to create colleagues is "value". Let employees recognize the value of creation, and the organization will be more valuable. Social work management is a continuous activity. The managers are responsible for various management in the organization. Social work management is a new subject, mainly relying on knowledge, theory and skills in management, organizational theory, organizational behavior, etc. But when these are applied to various types of social welfare organizations, there are many questions worth pondering and reviewing. This course analyzes "management", not just "manager", and focuses on discussions on matters.


課程概述 Course Description

社會工作面對各界要求績效的考驗,績效的提高依賴管理,管理使社會工作的服務更有效果。管理的浪潮多年來一直未消退,連最看重人的社工服務都必須引進管理,並接受管理。為什麼?因為管理能幫助社會工作。任何社會工作者從事社會工作專業時應瞭解管理,不論所做的是直接服務或間接服務或其他服務。 管理使社會工作者更有效率地提供專業服務,使案主及社會得到更多的幫助。當社會工作者扮演管理者的角色時,管理更是必須熟練的工具。 社會工作管理是新興的學科,主要借重管理學、組織理論、組織行為等的知識、理論和技巧。但是當這些應用到各類型社會福利組織時,有許多值得深思檢視的議題。管理有全球化的內容,也必須考慮本土化,因此,除了介紹重要的管理概念外,本課程將針對台灣社會工作相關機構的管理作多方面的討論。同時適度考慮「社會工作師」考試的要求。 「社會工作管理」是說明基金會、協會與社會福利機構的管理,也可以適用於學校、教育組織、宗教組織、民間團體、社區發展協會等。本課程是分析「管理」,而不僅是「管理者」,以對事情的討論說明為主。 課程的重點是「組織管理」,重點不是方案管理,也不是談如何管理人或管理自己,而是讓組織能有效率又有績效地運作。課程的主題是「管理」而不僅是「行政」,行政偏向公部門,受到較多法令的限制,管理則需要更多的創新。
The social work face requires the performance test of all sectors and improves the performance based on management, so that the service of social work is more effective. When social workers play the role of managers, management is a tool that must be familiar with. Social work management is a new subject, mainly relying on knowledge, theory and skills in management, organizational theory, organizational behavior, etc. But when these are applied to various types of social welfare organizations, there are many questions worth pondering and reviewing. Management has global content and must also consider localization. Therefore, in addition to introducing important management concepts, this course will discuss the management of institutions related to Taiwan's social work in many aspects. At the same time, the requirements for the "social worker" examination are considered appropriately. "Social Work Management" is to explain the management of foundations, associations and social welfare institutions, and can also be used in schools, educational organizations, religious organizations, private groups, community development associations, etc. This course analyzes "management", not just "manager", and focuses on discussions on matters. The focus of the course is "organization management". The focus is not plan management, nor how to manage people or yourself, but to enable organizations to operate efficiently and effectively. The theme of the course is "management" rather than "administration". Administration is biased towards the public department and is restricted by more laws and regulations. Management requires more innovation.
