本課程最主要目的是使學生充分了解各先進民主國家不同的地方政府組織型態及其理論之依據，進而分析及說明我國當前的地方政府組織。此外，說明影響地方組織與運作之各種因素，包括地方財政、地方人事、中央與地方的關係，以及地方政治。The main purpose of this course is to enable students to fully understand the different types of local government organizations in advanced democratic countries and their theoretical basis, and then analyze and explain the current local government organizations in our country.
