「政府與企業」（Government and Enterprise）的關係，是當前全球化趨勢下政府治理的一項重要議題，它涉及掌控政治權威的政府和握有生產工具的企業間的互動關係，因而也常被冠以「政商關係」俗稱。
在這個課題裡，「企業」並不限定在所謂的公司型態，而是泛指一般經營運作的生產單位，因而涵蓋了所有經由生產和交換過程、以追求利潤的各種商業組織。至於「政府」則指涉一套以公權力為基礎的制度與行為，權威性地影響市場資源與企業全體價值的配置。The relationship between "Government and Enterprise" is an important issue in government governance under the current trend of globalization. It involves the interaction between the government that controls political authority and the enterprises that hold the tools of production. Therefore, it is often referred to as It is commonly known as "political and business relations".
In this topic, "enterprise" is not limited to the so-called company type, but generally refers to a production unit with general business operations, thus covering all kinds of commercial organizations that pursue profits through the production and exchange process. As for "government", it refers to a set of systems and behaviors based on public power, which authoritatively affects the allocation of market resources and the overall value of enterprises.
從政治經濟學觀點而言，「政府與企業」是主要的探討課題之一。然而本課程仍從經濟學觀點，討論市場經濟下的政府與企業關係，政府干預經濟活動之正當性，以及探討政府管制的原因、形式及效果（包括解除管制）。本課程著重在反托拉斯管制 (Antitrust Regulation)及經濟管制(Economic Regulation)，反托拉斯管制以公平交易法所規範的內容為主：1.反托拉斯行為及對事業獨占（包括寡占）、結合與聯合行為的規範；2.對不公平競爭行為的規範。經濟管制則在討論一些對公用事業、自然獨佔等的管制。本課程將兼顧理論與個案分析，主要授課內容包括：1、政府與企業關係；2、不同制度下的經營模式；3、經濟管制的理論；4、政府干預；5、反托拉斯管制；6、經濟管制；7、社會管制；8、公營事業；9、企業團體與遊說。
From the perspective of political economy, "government and enterprises" is one of the main topics of discussion. However, this course still discusses the relationship between the government and enterprises under the market economy from an economic perspective, the legitimacy of government intervention in economic activities, and explores the causes, forms and effects of government regulation (including deregulation). This course focuses on Antitrust Regulation and Economic Regulation. Antitrust Regulation is mainly based on the content regulated by the Fair Trade Act: 1. Antitrust behavior and business monopoly (including oligopoly), combination and alliance Standards of behavior; 2. Standards of unfair competition behaviors. Economic regulation discusses some controls on public utilities, natural monopoly, etc. This course will take into account both theory and case analysis. The main teaching content includes: 1. The relationship between the government and enterprises; 2. Business models under different systems; 3. The theory of economic regulation; 4. Government intervention; 5. Antitrust regulation; 6. Economic regulation; 7. Social regulation; 8. Public utilities; 9. Business groups and lobbying.
