本課程主要在闡明國土空間規劃法制之特性及基本原理，配合最新法令之修正，體系化闡述計畫法制原理與重要爭議問題。其間首先析述我國計畫法制體系及計畫法規須適用之原則、程序與實體應注意事項，次論計畫法制中民眾之參與權限與規劃時應考量之原則與法理等，並摘選計畫法制主要爭議問題，例如:都市更新、市地重劃等都市開發計畫等與都市計畫之關聯，及非都市開發計畫，應遵守之原則及管控工具等，亦會論及迄今較少被論述之海域區開發及殯葬用地管制法制等議題。
在面臨因應氣候變遷、高齡社會課題之今日，綠能(光電)及防災計畫等，亦為重要議題，視課程時間會盡量納入，以助學生對國土空間規劃除有基本、完整的體系概念外，亦能隨時代需求，進一步思維、檢視和探討當代國土空間規劃法制。
　 蓋徒法不足以自行，冀本課程有助於學生正確理解空間規劃相關法制與原理、注意自身及他人權益之保障，讓台灣破碎的國土能稍作喘息，國土真能永續發展。

This course mainly explains the characteristics and basic principles of territorial spatial planning legal system. In conjunction with the latest amendments to laws and regulations, it systematically explains the principles of planning legal system and important controversial issues. It first analyzes my country's planning legal system and the principles, procedures and substantive matters that should be paid attention to when planning laws and regulations are applied. Secondly, it discusses the people's participation rights in the planning legal system and the principles and legal principles that should be considered during planning. It also selects the main controversial issues in the planning legal system. For example: the relationship between urban development plans such as urban renewal and urban land rezoning and urban plans, as well as the principles and management and control tools that should be followed in non-urban development plans. It will also discuss issues such as maritime area development and funeral land control laws and regulations that have been less discussed so far.
Today, when faced with issues such as climate change and an aging society, green energy (photovoltaics) and disaster prevention plans are also important topics. They will be included as much as possible depending on the course time to help students not only have a basic and complete system concept of land and space planning, but also be able to further think, examine and explore contemporary land and space planning legal systems in line with the needs of the times.
The Gaitu Law is not enough on its own. We hope that this course will help students correctly understand the legal system and principles related to spatial planning, pay attention to the protection of their own and other people's rights, so that Taiwan's broken country can take a breather, and the country can truly develop sustainably.
