面對全球氣候變遷的挑戰，如何運用科學方法評估風險並研擬有效的調適策略，已成為當代公共治理與環境規劃專業者的核心能力。我國於2023年施行《氣候變遷因應法》，明確將「調適」納入法制架構，要求各級政府將氣候風險評估融入施政規劃，並據以擬定調適行動方案。這不僅賦予公共行政部門推動氣候治理的法定職責，更意味著公共管理者必須具備解讀氣候科學資訊、辨識在地脆弱性、協調跨部門資源以落實調適策略的專業能力。
本課程結合空間分析技術與氣候治理理論，培養學生具備氣候變遷風險評估與韌性規劃的專業技能。課程內容涵蓋氣候資料分析、危害度評估、暴露度與脆弱性分析，以及專業風險地圖的製作，並深入探討《氣候變遷因應法》的制度設計、各級政府調適推動機制，以及政策制定與執行的關鍵要素。此外，本課程也將介紹「兩階段六步驟」的系統性操作方法，從氣候資料蒐集、風險評估，到調適選項識別與韌性策略研擬，提供完整的實務操作框架，培養解決真實問題的能力。

Facing the challenge of global climate change, how to use scientific methods to assess risks and develop effective adaptation strategies has become the core competency of contemporary public governance and environmental planning professionals. my country's "Climate Change Response Law" will be implemented in 2023, which clearly incorporates "adaptation" into the legal framework, requiring governments at all levels to integrate climate risk assessments into policy planning and formulate adaptation action plans accordingly. This not only gives public administration departments the legal responsibility to promote climate governance, but also means that public managers must have the professional ability to interpret climate science information, identify local vulnerabilities, and coordinate cross-departmental resources to implement adaptation strategies.
This course combines spatial analysis technology and climate governance theory to cultivate students' professional skills in climate change risk assessment and resilience planning. The course content covers climate data analysis, hazard assessment, exposure and vulnerability analysis, and the production of professional risk maps. It also provides an in-depth discussion of the institutional design of the Climate Change Response Act, the adaptation and promotion mechanisms of governments at all levels, and key elements of policy formulation and implementation. In addition, this course will also introduce the systematic operation method of "two stages and six steps", from climate data collection and risk assessment to identification of adaptation options and development of resilience strategies, providing a complete practical operation framework and cultivating the ability to solve real problems.
