近幾年，隨著資通訊科技（ICTs）的快速發展與成熟，尤其是大數據分析（big data analytics）及人工智慧（AI）等技術，使得「資料」已從單純的資訊紀錄，逐漸躍升為組織的關鍵戰略資產。是以，對於掌握龐大公務資源的政府機關而言，資料治理（data governance）不再只是技術性的資料維護，而是攸關機關數位轉型的重要關鍵。換句話說，良善的資料治理機制能透過明確的決策架構與課責制度，將有助於改善資料品質不一、隱私侵犯及法規違反等風險，進而極大化公共價值之創造。

基此，本課程旨在建立修課同學對資料治理架構的認識，並培植修課同學對相關法律框架的理解，擬結合國內、外實務案例的介紹、分析及反思，逐步深化修課同學的系統性認知；同時，本課程亦導入多元AI工具的介紹及操作，以強化修課同學對AI工具的使用及應用。總的來說，本課程之設計以案例解析與實際操作為主，理論探討為輔，我們期望修課同學在完成課程後，不僅能理解資料治理的架構及法制，更能具備實際操作AI工具的能力。

In recent years, with the rapid development and maturity of information and communication technologies (ICTs), especially technologies such as big data analytics and artificial intelligence (AI), "data" has gradually transformed from a mere information record into a key strategic asset for organizations. Therefore, for government agencies that control huge public resources, data governance (data governance) is no longer just technical data protection, but an important key to the digital transformation of the agency. In other words, a good data governance mechanism, through a clear decision-making structure and accountability system, will help to reduce risks such as inconsistent data quality, privacy infringement and regulatory violations, thereby maximizing the creation of public value.

Based on this, this course aims to establish the students' understanding of the data governance structure and cultivate the students' understanding of the relevant legal framework. It plans to combine the introduction, analysis and reflection of domestic and foreign practical cases to gradually deepen the systematic understanding of the students. At the same time, this course also introduces the introduction and operation of multiple AI tools to strengthen the use and application of AI tools by the students. In general, the design of this course is mainly based on case analysis and practical operation, supplemented by theoretical discussion. We hope that after completing the course, students will not only understand the structure and legal system of data governance, but also have the ability to actually operate AI tools.
