Urban Politics
教育目標 Course Target
本課程旨在深化都市政治經濟學的理論基礎與研究範式,剖析都市發展背後的權力邏輯。核心文本聚焦於 Clarence Stone 的經典著作 Governing Atlanta (1989),探討「都市政權理論」如何突破傳統多元論與菁英論的侷限,轉而關注公私部門如何透過非正式聯盟建立行動能力與權力的社會生產。同時,輔以 Stoker 等人合編的 New Urban Politics (1995),將視野擴展至全球化脈絡與跨國的都市治理轉型比較。本課程將納入都市政治學重要期刊Urban Affairs Review作為補充教材,帶領同學掌握當代都市政治學理的演進與批判,以期使學術視角與國際同步。
授課者將採行「學生中心」(Student-centered)的教學法,強調同儕對話與批判性思考。教師扮演引導者與學術資源提供者的角色,鼓勵學生主動建構知識體系,而非被動地接收理論教條。課程將針對同學對文本的理解程度,調整授課進度,確保參與者皆能扎實消化新都市政治學的核心概念,在討論過程中培養出敏銳的理論觀察力,搭建經驗研究的分析工具。
本課程將以seminar的方式進行,修課同學須認領各周文本導讀,並繳交期末報告(約一萬三千字)。本課程適合對都市社會學、政治經濟學、權力理論、都市治理、地方政治、都市企業主義與地方發展有興趣的學生參與。
This course aims to deepen the theoretical foundation and research paradigm of urban political economics and analyze the power logic behind urban development. The core text focuses on Clarence Stone's classic work Governing Atlanta (1989), which explores how "urban regime theory" breaks through the limitations of traditional pluralism and elite theory, and instead focuses on how the public and private sectors establish social production of action capabilities and power through informal alliances. At the same time, supplemented by New Urban Politics (1995) co-edited by Stoker et al., the vision is expanded to the context of globalization and the comparison of transnational urban governance transformation. This course will include Urban Affairs Review, an important journal in urban politics, as a supplementary teaching material to guide students to master the evolution and criticism of contemporary urban politics theory, with a view to synchronizing the academic perspective with the international world.
Lecturers will adopt a "Student-centered" teaching method, emphasizing peer dialogue and critical thinking. Teachers play the role of guides and academic resource providers, encouraging students to actively construct a knowledge system rather than passively accepting theoretical dogma. The course will adjust the teaching pace according to students' understanding of the text to ensure that participants can solidly digest the core concepts of new urban politics, develop keen theoretical observation during the discussion, and build analytical tools for empirical research.
This course will be conducted in the form of a seminar. Students taking the course must receive a text guide for each week and submit a final report (approximately 13,000 words). This course is suitable for students who are interested in urban sociology, political economy, power theory, urban governance, local politics, urban entrepreneurialism and local development.
