在全球化、數位化與高度不確定性的時代，政策風險已成為政府、企業與非營利組織共同面臨的重要挑戰。從疫情治理、能源政策、科技監管、ESG永續發展到地緣政治衝突，政策制定與執行過程中所產生的風險與危機，往往影響組織聲譽、公共信任與社會穩定。

本課程結合公共政策、風險管理、危機傳播及策略管理等理論，透過國內外重大案例分析，探討政策風險辨識、風險評估、危機預警、媒體溝通及復原治理等議題，培養學生面對複雜環境時的風險思維與危機應變能力。

In an era of globalization, digitization and high uncertainty, policy risks have become an important challenge faced by governments, enterprises and non-profit organizations. From epidemic management, energy policy, technology supervision, ESG sustainable development to geopolitical conflicts, risks and crises arising from the policy formulation and implementation process often affect organizational reputation, public trust and social stability.

This course combines the theories of public policy, risk management, crisis communication and strategic management, and discusses issues such as policy risk identification, risk assessment, crisis warning, media communication and recovery governance through the analysis of major domestic and foreign cases, so as to cultivate students' risk thinking and crisis response capabilities when facing complex environments.
