Land Use Control and Asset Revitalization Practices
教育目標 Course Target
本課程以「土地使用管制」與「資產活化」為核心，從國土計畫、都市計畫及非都市土地使用管制體系出發，介紹土地開發利用過程中涉及之法規、計畫、申請程序與實務操作。課程內容涵蓋都市計畫通盤檢討、個案變更、非都市土地使用變更，以及危老重建、都市更新等土地及建築物活化方式；並進一步探討界址糾紛、越界建築、解除套繪、指定建築線、畸零地合併、國有地申購、整地工程及建築物災損鑑定等實務議題。引導學員理解土地使用管制的制度架構，掌握土地及不動產資產活化的可能途徑，並培養面對實際土地開發問題時之判斷與處理能力。
This course takes "land use control" and "asset activation" as its core, starting from territorial planning, urban planning and non-urban land use control systems, and introduces the regulations, plans, application procedures and practical operations involved in the land development and utilization process. The course content covers comprehensive review of urban plans, case changes, non-urban land use changes, as well as land and building revitalization methods such as dilapidated reconstruction and urban renewal; and further explores practical issues such as boundary site disputes, cross-border construction, unblocking, designated building lines, merger of abnormal land, state-owned land purchase, land preparation projects, and building damage assessment. Guide students to understand the institutional structure of land use control, grasp possible ways to revitalize land and real estate assets, and develop their ability to judge and deal with actual land development problems.
