教育目標 Course Target
本課程以臺灣移工政策及其制度運作為核心,探究國家政策如何透過法規制度、行政程序、仲介制度、勞動管理與社會福利安排,形塑移工在工作、生活、家庭、健康與權利保障等層面的處境。課程將從全球勞動遷移與國家治理的關係出發,逐步說明臺灣移工政策的歷史形成、制度架構與實際運作,並結合具體案例、政策文件、文獻與公共議題,分析移工在制度安排下所面對的限制、差異與被迫性選擇。課程重點不只在於理解移工議題本身,也在於培養學生分析國家治理、勞動市場與社會不平等之間關係的能力。
本課程主要帶領學生理解臺灣移工政策的形成背景、制度架構與主要運作機制,並從社會學視角分析國家、雇主、仲介機構與移工之間的權力關係。透過政策文件、學術文獻與公共議題資料的閱讀與討論,培養學生制度分析的基本能力,增進其對移工勞動權益、社會排除、性別分工與跨國家庭處境的理解。同時,課程也希望引導學生將課堂所學與當前社會議題相互連結,進一步思考制度改革與社會正義的可能方向。
This course takes Taiwan's migrant worker policy and its institutional operation as the core, exploring how national policies shape the situation of migrant workers in work, life, family, health, and rights protection through laws and regulations, administrative procedures, agency systems, labor management, and social welfare arrangements. Starting from the relationship between global labor migration and national governance, the course will gradually explain the historical formation, institutional structure and actual operation of Taiwan's migrant worker policy. It will also analyze the restrictions, differences and forced choices faced by migrant workers under institutional arrangements by combining specific cases, policy documents, literature and public issues. The focus of the course is not only on understanding the issue of migrant workers themselves, but also on cultivating students' ability to analyze the relationship between national governance, the labor market and social inequality.
This course mainly leads students to understand the formation background, institutional structure and main operating mechanisms of Taiwan's migrant worker policy, and analyzes the power relationship between the state, employers, intermediaries and migrant workers from a sociological perspective. Through the reading and discussion of policy documents, academic literature and public issue materials, students will develop their basic ability to analyze the system and enhance their understanding of migrant labor rights, social exclusion, gender division of labor and the situation of transnational families. At the same time, the course also hopes to guide students to connect what they learn in class with current social issues and further think about possible directions for institutional reform and social justice.
