國家的基本任務是維持社會秩序與保障人民權利，而刑法就是維持法律所建構的社會秩序的最後一道防線，刑法規範犯罪行為的種類，並以強制性的刑事制裁手段處罰罪犯。本課程－「刑法總則」，是進入刑事法殿堂的大門。刑法總則是刑罰法規（包含特別刑法及附屬刑法）的共同適用準則，亦為研習刑事法的基礎，主要的課程目標在於，由行政管理暨政策學系的需求出發，建構刑法總則相關理論的基礎認識，特別是：刑法總則的基本概念，以及犯罪論、刑罰論的基本認識與運用。

The basic task of the state is to maintain social order and protect people's rights, and criminal law is the last line of defense to maintain the social order constructed by law. Criminal law regulates the types of criminal acts and punishes criminals with mandatory criminal sanctions. This course - "General Principles of Criminal Law" is the gateway to the palace of criminal law. General Principles of Criminal Law is the common applicable criterion for criminal penalties (including special criminal law and subsidiary criminal law) and is also the basis for studying criminal law. The main course goal is to construct a basic understanding of relevant theories of General Principles of Criminal Law based on the needs of the Department of Administrative Management and Policy, in particular: the basic concepts of General Principles of Criminal Law, as well as the basic understanding and application of crime theory and penal theory.
