本課程聚焦於數位時代公共治理的核心議題，系統性地整合物聯網技術、數位孿生系統與循證治理理論，培養學生具備現代化公共管理所需的專業知能。課程設計結合理論基礎與實務應用，透過智慧城市營運中心實地參訪，深入了解IoT感測網路在交通管理、環境監測等領域的實際運作機制。課程特色在於強調公民導向的服務設計理念，探討如何運用數據驅動決策提升政府治理效能，同時兼顧數據倫理與公民權益保護。學生將學習跨域協調、公私協力等現代治理模式，並透過台北市、荷蘭等實際案例分析，掌握智慧城市建設的治理挑戰與解決策略。

This course focuses on the core issues of public governance in the digital era, systematically integrates Internet of Things technology, digital twin systems and evidence-based governance theory to cultivate students with the professional knowledge required for modern public management. The course design combines theoretical foundations and practical applications, and through on-site visits to the Smart City Operations Center, you can gain an in-depth understanding of the actual operating mechanism of IoT sensing networks in traffic management, environmental monitoring and other fields. The course features an emphasis on citizen-oriented service design concepts, exploring how to use data-driven decision-making to improve government governance efficiency, while taking into account data ethics and the protection of citizens' rights and interests. Students will learn modern governance models such as cross-domain coordination and public-private collaboration, and master the governance challenges and solution strategies of smart city construction through actual case analysis in Taipei City, the Netherlands, etc.
