一般而言，政策若缺乏有效執行，輕則致使政策結果成效不彰，重則導致政策失靈，甚至產生負面影響，因而執行結果以及影響執行的原因自然成為關注與解釋政策執行的焦點；換言之，「政策執行」（Policy Implementation）即是從預定的政策目標到所能感知的政策結果之間所發生之複雜活動與動態的互動過程，顯示政策執行與政策成果之間的關聯性值得探究。

Generally speaking, if a policy is not effectively implemented, it will at least lead to ineffective policy results, or at worst, it will lead to policy failure or even negative impacts. Therefore, the implementation results and the reasons that affect the implementation naturally become the focus of attention and explanation of policy implementation. In other words, "Policy Implementation" is the complex activities and dynamic interaction process that occurs from the predetermined policy goals to the perceived policy results. It shows that the correlation between policy implementation and policy results is worth exploring.
