本課程重點在闡明國土空間規劃法制之特性及基本原理，體系化闡述計畫法制原理與當代重要爭議問題。其間首先析述我國計畫法制體系及計畫法規須適用之原則、程序與實體應注意事項，次論計畫法制中民眾之參與權限與規劃時應考量之原則與法理等，並摘選若干計畫法制實務爭議問題，以助讀者進一步理解國土空間規劃法制問題。蓋知識即力量，且徒法不足以自行，冀本課程有助於修學者理解空間規劃相關法制與原理、注意自身權益之保障，並對國土永續發展有所助益。

This course focuses on elucidating the characteristics and basic principles of territorial spatial planning legal system, and systematically expounds the principles of planning legal system and important contemporary controversial issues. It first analyzes my country's planning legal system and the applicable principles, procedures and substantive matters that should be paid attention to in planning regulations. Secondly, it discusses the public participation authority in the planning legal system and the principles and legal principles that should be considered during planning. It also selects some controversial issues in the planning legal practice to help readers further understand the legal issues of territorial spatial planning. Since knowledge is power, and mere knowledge is not enough, we hope that this course will help students understand the laws and principles related to spatial planning, pay attention to the protection of their own rights and interests, and contribute to the sustainable development of the country.
