與二十世紀永續理念的背景有所不同,進入二十一世紀後,面對極端氣候變遷、城市內社會及經濟不平等等問題惡化,以及生態系統退化,城市發展逐漸被要求不僅減少對環境的負面影響,同時也產生正向影響。再生都市主義(Regenerative Urbanism)的理念逐步成為城市設計與規劃中的一種新思維。在這一框架下,永續的理念未被捨棄,而是在強度和角色方面得到擴展,賦予城市系統更積極的功能。永續發展強調「減少傷害」,包括減少碳排放、廢棄物與能耗等策略;而再生則重視「價值轉化與優化」,如生態修復、碳固定、補充含水層以及增進文化和社會復原力。
再生城市概念帶來的啓發及應用:
再生城市在概念上跨越了固有的永續城市理念所注重的環境生態爲主導的思維。再生城市主義不僅是生態的,也是文化和象徵性的。它透過以下方式增強集體記憶和認同:透過對遺產敏感的干預措施恢復退化地區。支持城市設計中的原住民知識和實踐。為實驗創造差異地點(heterotopia)作爲社會轉化可能的試金石。再生城市主義將城市重新建構為一個治癒有機體,而不是一個寄生系統。它需要系統性思維、跨標量設計和文化更新。透過整合生態互惠、循環新陳代謝和社會共創,城市可以從維持生命過渡到積極再生生命。
新加坡的未來城市倡議:
新加坡自1964年獨立至今將近60年的城市發展成就可説是有目共睹,也成爲都市規劃及設計的重要參考讀本。本課程將以五個城市發展主題: 宜居城市,花園城市,創新城市,韌性城市及智慧城市作爲出發點,探討新加坡在這些年的城市發展的相關政策,機制及執行案例如何從再生城市概念上的值得參考及學習之處,並幫助同學在未來處理城市議題時,能建立更宏觀的視野。

From Sustainable to Regenerative
Different from the background of the sustainability concept in the 20th century, after entering the 21st century, in the face of extreme climate change, worsening social and economic inequality in cities, and degradation of ecosystems, urban development is gradually required to not only reduce negative impacts on the environment, but also produce positive impacts. The concept of Regenerative Urbanism has gradually become a new thinking in urban design and planning. Within this framework, the idea of ​​sustainability is not abandoned, but expanded in intensity and role, giving the urban system a more active function. Sustainable development emphasizes "reducing harm", including strategies such as reducing carbon emissions, waste and energy consumption; while regeneration focuses on "value conversion and optimization", such as ecological restoration, carbon sequestration, replenishing aquifers, and enhancing cultural and social resilience.
Inspiration and applications brought by the concept of regenerative cities:
The concept of regenerative city transcends the environmental and ecological-oriented thinking that the inherent sustainable city concept focuses on. Regenerative urbanism is not only ecological, but also cultural and symbolic. It enhances collective memory and identity by restoring degraded areas through heritage-sensitive interventions. Support Indigenous knowledge and practices in urban design. Creating sites of difference (heterotopia) for experimentation as touchstones of possible social transformation. Regenerative urbanism reframes the city as a healing organism rather than a parasitic system. It requires systemic thinking, cross-scalar design, and cultural renewal. By integrating ecological reciprocity, circular metabolism and social co-creation, cities can transition from sustaining life to actively regenerating life.
Singapore’s Future Cities Initiative:
Singapore's urban development achievements in the nearly 60 years since its independence in 1964 can be seen by all, and it has also become an important reference book for urban planning and design. This course will use five urban development themes: livable city, garden city, innovative city, resilient city and smart city as a starting point to explore how the relevant policies, mechanisms and implementation cases of Singapore's urban development in these years are worthy of reference and learning from the concept of regenerative cities, and help students establish a broader perspective when dealing with urban issues in the future.
