教育目標 Course Target
聯合國於1975年第一次世界婦女會議通過「墨西哥宣言」,致力推動婦女權利相關之平等、發展與和平等議題與活動,並訂1976年到1985年為「聯合國婦女十年」,要求各國修訂法律,保障兩性擁有同等的權利與資源。1979年,聯合國大會正式通過「消除對婦女一切形式歧視公約」(Convention on the Elimination of All Forms Discrimination against Women,簡稱CEDAW),突破過去僅以國家公領域對個人人權壓迫與侵害之傳統人權保障思維,將常見於私領域對女性歧視與侵犯行為納入條約,以全面保障女性在政治、家庭、經濟、法律、就業、國際參與等基本權利。1980年代,聯合國大會開始將女性受暴議題納入聯合國的會議議程,反性別暴力與性別歧視的意識,與國際婦女組織倡議行動相互形構下,逐步發展各國婦女保護政策與行動策略。
本課程設計為研究所的選修課程,主要目的是從性別的視角出發,瞭解性別暴力的本質與權力結構之間的關係,瞭解聯合國在婦女保護與消除性別歧視上所做的各項努力,並且檢視國內現行法令的立法進程與價值觀的改變,從親密關係暴力、性侵害犯罪、性騷擾、性剝削、跟蹤騷擾等議題,深入剖析女性在社會結構面所遭遇到的各種問題與挑戰。上課方式以教師授課為主,輔以時事和案例討論,鼓勵同學踴躍表達個人觀點,積極參與課堂議題的討論與反思,期待培養同學對於性別與暴力議題的敏感度,並且探索自我專業價值的養成與未來研究主題的取向,以增進同學的思辨能力,發展個人投入反性別暴力實務工作的熱忱與行動力。
The United Nations adopted the "Mexico Declaration" at the First World Conference on Women in 1975, committed to promoting issues and activities related to equality, development and peace related to women's rights, and designated 1976 to 1985 as the "United Nations Decade of Women", requiring all countries to amend their laws to ensure that both genders have equal rights and resources. In 1979, the United Nations General Assembly formally adopted the Convention on the Elimination of All Forms Discrimination against Women (CEDAW), breaking through the traditional human rights protection thinking that only focused on the oppression and violation of individual human rights in the public domain of the country. It also included common discrimination and violations against women in the private sector into the treaty to comprehensively protect women's basic rights in politics, family, economy, law, employment, and international participation. In the 1980s, the United Nations General Assembly began to include the issue of violence against women in the agenda of the United Nations meetings. The awareness of anti-gender violence and gender discrimination, combined with the initiatives of international women's organizations, gradually developed women's protection policies and action strategies in various countries.
This course is designed as an elective course for the institute. The main purpose of this course is to understand the relationship between the nature of gender-based violence and the power structure from a gender perspective, to understand the various efforts made by the United Nations in protecting women and eliminating gender discrimination, and to examine the legislative process of current domestic laws and changes in values. From topics such as intimate relationship violence, sexual assault crimes, sexual harassment, sexual exploitation, stalking and harassment, it provides an in-depth analysis of the various problems and challenges that women encounter in the social structure. Classes are mainly taught by teachers, supplemented by current affairs and case discussions. Students are encouraged to actively express their personal opinions and actively participate in discussions and reflections on classroom issues. We hope to cultivate students' sensitivity to gender and violence issues, and explore the development of their own professional values and the orientation of future research topics, so as to enhance students' thinking ability and develop their personal enthusiasm and action ability to engage in anti-gender violence practical work.
