本課程為一學年碩博士班課程之第二學期。延續第一學期（一）對於當代社會照顧挑戰的分析，我們已奠基於日本經驗，深入探討了「社會安全保障系統」、「全面社區支援與服務」乃至「地域共生社會」的政策理念、演進脈絡與理論框架。同時，我們藉由醫學地理學的視角，理解了服務分布的空間性，並初步觸及台灣在連結醫療與長照、發展在地共生服務的初期實踐與挑戰。
若第一學期的重點在於「理念的建構」與「模式的理解」（What & Why），第二學期（二）的核心將全面轉向「實踐的深化」與「方法的建構」（How-to）。面對碎片化的服務體系、日趨複雜的社區需求，以及「全人、全參與」的共生理想，本課程旨在裝備研究生跨越理論鴻溝，掌握推動社區協力與共生照顧所需的具體策略、工具、治理機制與評估能力。

This course is the second semester of a one-year master's and doctoral program. Continuing the analysis of contemporary social care challenges in the first semester (I), we have based on Japanese experience and deeply discussed the policy concepts, evolutionary context and theoretical framework of "social security system", "comprehensive community support and services" and even "regional symbiotic society". At the same time, from the perspective of medical geography, we understood the spatial nature of service distribution and initially touched upon Taiwan’s initial practices and challenges in connecting medical care and long-term care and developing local symbiotic services.
If the focus of the first semester is on "Construction of Concepts" and "Understanding of Models" (What & Why), the core of the second semester (II) will be fully shifted to "Deepening of Practice" and "Construction of Methods" (How-to). Faced with a fragmented service system, increasingly complex community needs, and the symbiotic ideal of "whole person, total participation," this course aims to equip graduate students to cross the theoretical gap and master the specific strategies, tools, governance mechanisms, and evaluation capabilities needed to promote community collaboration and symbiotic care.
