隨著都市化加速,空間資源的分配與規劃呈現日益加劇的不平等,這使得永續發展成為現代政府治理中不可忽視的議題;全球氣候變遷對弱勢社群帶來深遠影響,凸顯環境正義與永續空間治理的迫切性。同時,能源轉型的推進,特別是再生能源設置,也引發了地方利益與國家政策之間的緊張關係,進一步考驗永續規劃的實踐可能性。臺灣作為快速都市化的島嶼社會,更面臨獨特挑戰,包括城鄉間經濟與基礎設施差距的擴大、環境資源的不均分配,以及因氣候變遷加劇的災害風險。這門課程「都市、環境與永續不平等」將提供學生深入理解永續空間與環境正義的重要理論框架,並透過社會學、人文地理學與政治經濟學的核心方法,剖析空間與環境中的不平等現象。課程聚焦中臺灣,結合理論與田野研究,探討如彰化沿海再生能源設置與地方衝突、臺中市區與鄉鎮發展不均,以及弱勢群體如何在永續壓力下適應與抵抗等案例。透過學術研究與實務應用相結合,學生將能培養批判性思維和永續實踐能力,並深入理解如何在資源有限的背景下實現公平分配與長期發展,以應對現代社會的重大挑戰並為未來的永續規劃提供解決方向。
本課程採用理論講授、案例分析、小組討論、角色扮演、田野調查與自主學習等多樣化的教學方法,幫助學生全面理解空間、環境與永續不平等的議題。課堂活動設計涵蓋以下要素:首先,透過理論講授奠定基礎,包括環境正義、空間正義、公民參與和社會運動等核心概念;其次,透過案例分析探討臺中市區與鄉鎮的城鄉對比、彰化沿海地區的再生能源設置對地方生態與社會的影響,讓學生學習將理論應用於真實情境;再次,結合田野調查規劃,設計參訪行程,例如國立自然科學博物館作為社會性基礎設施與公共空間的意涵、彰化芳苑與大城的風電與光電設施所帶來的利害思辨,讓學生觀察空間地景、生態環境,反思空間規劃、政策發展與地方需求之間的張力與拉扯。課堂討論與任務強調小組合作與批判性思考,學生需參與角色扮演或政策模擬,針對不同利益方提出解決方案。最終的學期總結座談與自主學習則提供反思與分享平台,整合學習成果,進一步引導未來的環境永續行動與規劃可能性。整體設計強調理論與實踐相結合,提升學生對環境不平等與永續議題的認識與行動力。
通過本課程的學習,學生將能夠以理論為基礎、以實踐為導向,全面認識空間與環境不平等的成因與影響,並具備分析、批判與解決問題的能力。同時,學生也將培養對公共議題的深層關懷,並在未來的學術研究或職業生涯中,積極參與推動社會公平與環境永續的行動。
As urbanization accelerates, the distribution and planning of spatial resources show increasing inequality, which makes sustainable development an issue that cannot be ignored in modern government governance. Global climate change has a profound impact on disadvantaged communities, highlighting the urgency of environmental justice and sustainable spatial governance. At the same time, the advancement of energy transformation, especially the installation of renewable energy, has also triggered tensions between local interests and national policies, further testing the practical possibilities of sustainable planning. As a rapidly urbanizing island society, Taiwan faces unique challenges, including the widening economic and infrastructure gap between urban and rural areas, uneven distribution of environmental resources, and disaster risks exacerbated by climate change. This course "Cities, Environment and Sustainable Inequality" will provide students with an in-depth understanding of the important theoretical framework for sustainable space and environmental justice, and analyze inequalities in space and environment through core methods of sociology, human geography and political economy. The course focuses on Central Taiwan, combining theory and field research to explore cases such as Changhua's coastal renewable energy installation and local conflicts, uneven development between urban and rural areas in Taichung, and how disadvantaged groups adapt and resist under sustainability pressure. Through the combination of academic research and practical application, students will be able to develop critical thinking and sustainable practice capabilities, and gain an in-depth understanding of how to achieve equitable distribution and long-term development in the context of limited resources, so as to respond to major challenges in modern society and provide solutions for future sustainable planning.
This course uses diverse teaching methods such as theoretical lectures, case analysis, group discussions, role-playing, fieldwork and independent learning to help students comprehensively understand issues of space, environment and sustainable inequality. The design of classroom activities covers the following elements: first, lay the foundation through theoretical lectures, including core concepts such as environmental justice, spatial justice, citizen participation, and social movements; second, explore the urban-rural contrast between urban and rural Taichung and the impact of renewable energy installations in Changhua's coastal areas on local ecology and society through case analysis, allowing students to learn to apply theory to real life. Third, combined with field survey planning, the visit itinerary is designed, such as the meaning of the National Museum of Natural Science as a social infrastructure and public space, and the considerations of interests brought about by wind power and photovoltaic facilities in Changhua Garden and Dacheng, allowing students to observe the spatial landscape and ecological environment, and reflect on the tension and pull between spatial planning, policy development, and local needs. Class discussions and tasks emphasize group cooperation and critical thinking, and students are required to participate in role-playing or policy simulations to propose solutions for different stakeholders. The final semester summary discussion and independent learning provide a platform for reflection and sharing, integrate learning results, and further guide future environmentally sustainable actions and planning possibilities. The overall design emphasizes the combination of theory and practice to enhance students' understanding and ability to act on environmental inequality and sustainability issues.
Through the study of this course, students will be able to comprehensively understand the causes and effects of spatial and environmental inequality based on theory and practice-oriented, and have the ability to analyze, criticize and solve problems. At the same time, students will also develop a deep concern for public issues and actively participate in actions to promote social equity and environmental sustainability in their future academic research or careers.
