本課程目的在讓學生理解行政程序法在我國行政法體系的重要性。它既規範行政權的運作，藉以保障人民權益，維護法治，同時該法的行使，亦可合法化行政權的行使，同時提高效率，使得行政權的運作能夠協調行政機關與人民的關係，並實現民主社會對人性尊嚴的重視。

本課程設計上，主要介紹行政程序法總則之相關規定，配合具體案例之介紹，使同學對於行政程序之進行有進一步之認識。同時，本課程亦將並針對行政機關實施行政程序法的有關問題進行研討。

授課内容主要爲行政程序法的意義、概念、立法目的、適用、一般原則、行政程序的進行與行政調查、行政機關之管轄、當事人與送達、行政程序透明化、行政命令、行政契約、行政處分等行政行為。

The purpose of this course is to enable students to understand the importance of administrative procedure law in my country's administrative law system. It not only regulates the operation of administrative power to protect the people's rights and interests and maintain the rule of law, but also legalizes the exercise of administrative power and improves efficiency, so that the operation of administrative power can coordinate the relationship between administrative agencies and the people, and realize the importance of human dignity in a democratic society.

This course is designed to mainly introduce the relevant provisions of the General Principles of the Administrative Procedure Law, coupled with the introduction of specific cases, so that students can have a better understanding of the conduct of administrative procedures. At the same time, this course will also discuss issues related to the implementation of administrative procedure law by administrative agencies.

The teaching contents mainly include the meaning, concept, legislative purpose, application, general principles of administrative procedure law, the conduct of administrative procedures and administrative investigations, the jurisdiction of administrative agencies, parties and service, transparency of administrative procedures, administrative orders, administrative contracts, administrative sanctions and other administrative actions.
