教育目標 Course Target
追求永續發展已是當前的關鍵發展思維，而永續發展就是一個改變的過程(a process of change)，永續發展的實踐，就是透過治理讓好的改變發生。在治理的永續性上，國內外也確實有許多地方永續治理的典範。有鑒於此，本課程首先將講解永續發展的基本治理概念，接著以能源治理為課程軸線，探討兩個重要的能源治理議題，一個是發生在我國屏東縣林邊鄉的「養水種電」議題，另一個是能源政策支持度，這兩個議題分別提供了永續能源與能源民主的重要治理內容，以及關於能源發展政策的治理內涵與運作機制。
The pursuit of sustainable development has become the key development thinking at present, and sustainable development is a process of change. The practice of sustainable development is to make good changes happen through governance. Regarding the sustainability of governance, there are indeed many local models of sustainable governance at home and abroad. In view of this, this course will first explain the basic governance concepts of sustainable development, and then use energy governance as the axis of the course to explore two important energy governance issues. One is the issue of "raising water and growing electricity" in Linbian Township, Pingtung County, my country, and the other is energy policy support. These two issues respectively provide important governance content of sustainable energy and energy democracy, as well as the governance connotation and operating mechanism of energy development policies.
