民意調查、公共服務需求調查、以及市場調查，已被政府、企業與媒體等機關廣泛運用，目的是要瞭解民眾對於公共政策的意見以及民眾對於公共服務的品質偏好。民意調查的實施有其理論層面與操作層面，而本課程的目標就是讓同學認識民意調查的理論概念，並藉由實際演練，讓同學在理論與實務上都能有廣泛而具體的收穫。本課程內容包含理論引導與實務操作練習，內容有：
1.調查理論介紹：主要講解民意調查、公共服務需求調查、市場調查的特性、調查方式、問卷設計的重要原則、調查倫理。
2.調查資料的取得：調查案例討論、問卷說明、問卷調查方式、資料檢核說明。
3.調查資料的分析：基礎統計方法講解、SPSS軟體操作，統計報表分析、詮釋、撰寫調查報告。

Public opinion surveys, public service demand surveys, and market surveys have been widely used by governments, enterprises, media and other agencies to understand people's opinions on public policies and their preferences for the quality of public services. The implementation of public opinion polls has both theoretical and operational aspects, and the goal of this course is to let students understand the theoretical concepts of public opinion polls, and through practical exercises, students can gain broad and specific gains in both theory and practice. The content of this course includes theoretical guidance and practical exercises, including:
1. Introduction to survey theory: Mainly explains the characteristics of public opinion surveys, public service demand surveys, market surveys, survey methods, important principles of questionnaire design, and survey ethics.
2. Obtaining survey data: discussion of survey cases, questionnaire instructions, questionnaire survey methods, and data verification instructions.
3. Analysis of survey data: explanation of basic statistical methods, operation of SPSS software, analysis and interpretation of statistical reports, and writing of survey reports.
