對於單一制的國家而言,府際關係(Intergovernmental Relations, IRS)指的是中央政府與地方政府之間的各種互動關係,理論上可以區分為垂直與水平兩大類型。然而,受到治理(governance)概念的啟發、棘手問題(wicked problem)的衝擊,以及資訊及通訊技術(Information and Communications Technology, ICT)的應用等因素,使得當代的府際關係模式變得多元化及複雜化。鑒於公共治理過程中之非政府行動者的數量日益增加,其角色也逐漸重要,對於公共管理者而言,便需要更多的治理知識與管理工具,方能有效地處理與化解跨部門或跨組織行動者之間的歧異,進而促成彼此真誠地溝通、對話與合作。
因之,本課程立基於傳統府際關係的知識基礎,進一步納入網絡治理、跨域治理、協力治理與電子治理等新興理論之觀點,藉此辨識及梳理足以體現「良善治理」(good governance)的相關要素與具體條件,同時,根據研析內容的主題,進一步搭配國內、外實際的研究案例,讓同學能夠瞭解在不同的治理系絡與管理議題中,中央政府與地方政府所扮演的角色與發揮的功能。
詳言之,本課程之規劃將以理論探討為主,個案分析為輔,主要授課內容包括:
一、府際關係的基本概念與理論基礎
二、府際關係的互動模式:垂直關係與水平關係
三、府際關係的比較研究
四、台灣府際關係之檢視
五、府際治理的發展與趨勢:網絡治理、跨域治理、協力治理及電子治理-理論研析與個案探討
六、府際治理的競與合
七、府際治理的未來展望

For countries with a unitary system, intergovernmental relations (IRS) refer to various interactive relationships between the central government and local governments, which can be theoretically divided into two types: vertical and horizontal. However, inspired by the concept of governance, the impact of wicked problems, and the application of information and communications technology (ICT), the contemporary intergovernmental relationship model has become diversified and complicated. In view of the increasing number of non-governmental actors in the public governance process and their increasingly important roles, public managers need more governance knowledge and management tools to effectively handle and resolve differences between actors across departments or organizations, thereby promoting sincere communication, dialogue and cooperation.
Therefore, this course is based on the knowledge base of traditional intergovernmental relations and further incorporates the perspectives of emerging theories such as network governance, cross-domain governance, collaborative governance, and electronic governance to identify and sort out the relevant elements and specific conditions that can embody "good governance." At the same time, according to the theme of the research content, it is further matched with actual research cases at home and abroad, so that students can understand the roles and functions played by the central government and local governments in different governance systems and management issues.
To be more specific, the planning of this course will be based on theoretical discussion, supplemented by case analysis. The main teaching contents include:
1. Basic concepts and theoretical basis of intergovernmental relations
2. Interaction model of intergovernmental relations: vertical relationship and horizontal relationship
3. Comparative study of intergovernmental relations
4. Review of intergovernmental relations in Taiwan
5. Development and trends of intergovernmental governance: network governance, cross-domain governance, collaborative governance and electronic governance - theoretical analysis and case discussion
6. Competition and cooperation in intergovernmental governance
7. Future Prospects of Intergovernmental Governance
