教育目標 Course Target
在公共行政邁向「循證治理(Evidence-Based Governance)」的關鍵時刻,政策制定不僅需立基於嚴謹的量化證據,更有賴於清晰且具說服力的數據溝通。面對生成式AI與自動化分析工具的技術躍進,未來的政策分析者必須具備「AI協作思維」——即懂得運用智能工具加速資料探勘、提升分析效能,並將複雜的統計模型轉化為具體的政策洞察。
本課程藉由整合地理資訊系統(GIS)與AI輔助分析技術,建構一套從「議題識別、資料清理、空間與統計分析、AI輔助詮釋」到「視覺化溝通」的完整方法論,並透過實務案例操作,學生將學習如何善用自動化工具鞏固量化論述基礎。此外,本課程期末將導入「資料視覺化與數位出版」實作,訓練學生以數據敘事(Data Storytelling)連結決策者與公眾,使其能客觀理解數據脈絡、識別政策盲點並優化資源配置,進而回應現代治理對於科學化、精準化與智慧化管理的迫切人才需求。
At this critical moment when public administration is moving towards "Evidence-Based Governance", policy formulation must not only be based on rigorous quantitative evidence, but also rely on clear and convincing data communication. Facing the technological leap forward in generative AI and automated analysis tools, future policy analysts must have an "AI collaborative mindset"—that is, knowing how to use intelligent tools to accelerate data exploration, improve analysis efficiency, and transform complex statistical models into specific policy insights.
This course integrates geographical information systems (GIS) and AI-assisted analysis technology to construct a complete methodology from "issue identification, data cleaning, spatial and statistical analysis, AI-assisted interpretation" to "visual communication". Through practical case operations, students will learn how to make good use of automated tools to consolidate the foundation of quantitative discussion. In addition, at the end of this course, "data visualization and digital publishing" will be introduced to train students to use data storytelling to connect decision-makers and the public, so that they can objectively understand data context, identify policy blind spots and optimize resource allocation, thereby responding to the urgent talent needs of modern governance for scientific, precise and intelligent management.
