本課程的目標在於，讓同學瞭解環境問題背後的制度面因素、以及其如何影響環境政策的作爲、現況與發展。課程內容並不以法律為限，而是涵蓋環境問題的成因、因應制度及執行成效的評估與檢討。因此，法律、法規不只是政府、主管機關應對環境問題的手段與方法，而是管理者對於環境問題、現狀的整體界面的理解、詮釋與回應。課程內容結合生態、經濟、政策、科技等面向，作政策與法律的分析與探討，並以國際社會面臨的環境問題作為探討對象。

The goal of this course is to enable students to understand the institutional factors behind environmental issues and how they affect the behavior, current situation, and development of environmental policies. The content of the course is not limited to law, but covers the causes of environmental problems, response systems, and evaluation and review of implementation effectiveness. Therefore, laws and regulations are not only the means and methods for governments and competent authorities to deal with environmental problems, but also managers’ understanding, interpretation and response to environmental problems and the overall interface of the current situation. The course content combines aspects such as ecology, economy, policy, and science and technology to analyze and discuss policies and laws, and takes the environmental issues faced by the international community as the object of discussion.
