教育目標 Course Target
引導修課者認識當代國際關係中最具挑戰性之跨領域議題,即如何在有限的地球資源下,同時追求生存環境的永續與穩定衡平的安全。課程目標旨在引導修課者從合作與競爭之面向分析永續發展與人類安全之間的緊密連結,並知曉這些議題如何影響主權國家的政策與全球政經秩序。課程內容涵蓋三個面向:首先,與修課者一起反思永續發展此一概念的本質,包括聯合國提出17項目標的脈絡背景,以及這些目標在環境、經濟、社會三個構面交織下的機遇與困境。其次,討論人類安全的真諦,反省作為個體的人和作為集體的國家這兩者之間的關係;特別聚焦於衛生安全、經濟安全、糧食安全、環境安全,以及因極端氣候頻生所衍出的各類災害風險。最後,透過國家、區域與全球性的案例(如台灣的土石流、歐盟的綠色新政、全球的去碳化趨勢),引導修課者比較不同的行為者(actors)如何在安全稀缺的環境下制定出可行(或不可行)的永續發展政策。本課程不僅著重政治科學的理論基礎,更鼓勵修課者投入案例分析與模擬辯論,以培養批判思考和事件分析之能力。期望在課程結束後,修課者能具備跨領域的思維,理解永續發展對人類安全的真正影響,進而知悉如何有效維護自身所需的安全。
This course guides students to understand the most challenging cross-field issues in contemporary international relations, that is, how to simultaneously pursue the sustainability, stability and balanced security of the living environment under limited earth resources. The goal of the course is to guide students to analyze the close connection between sustainable development and human security from the perspective of cooperation and competition, and to understand how these issues affect the policies of sovereign countries and the global political and economic order. The course content covers three aspects: first, reflect with the course participants on the essence of the concept of sustainable development, including the contextual background of the 17 goals proposed by the United Nations, as well as the opportunities and dilemmas of these goals in the interweaving of environment, economy, and society. Secondly, discuss the true meaning of human security and reflect on the relationship between individuals as individuals and the country as a collective; with special focus on health security, economic security, food security, environmental security, and various disaster risks derived from frequent extreme climates. Finally, through national, regional and global cases (such as Taiwan’s landslides, the EU’s Green New Deal, and the global decarbonization trend), course participants are guided to compare how different actors can formulate feasible (or unfeasible) sustainable development policies in an environment of scarcity and security. This course not only focuses on the theoretical foundation of political science, but also encourages students to engage in case analysis and simulated debates to cultivate critical thinking and event analysis abilities. It is hoped that after the course, participants will be able to think across fields, understand the real impact of sustainable development on human security, and then know how to effectively maintain the security they need.
