教育目標 Course Target
地方自治為一國家是否Course能有效統合與分治之關鍵，修習的學生須了解地方自治的意義與本質、制度的建構與相關爭議問題的關鍵。主要涉及的法有憲法、地方制度法、財政收支劃分法等。本課程將以權限為核心，探討涉及地方自治的各種法律爭議問題。透過報告與研討，理解問題關鍵，並能依法提出適切解決之道。
Local autonomy is the key to whether a country can effectively integrate and divide the Course. Students of this course must understand the meaning and essence of local autonomy, the construction of the system and the key to related controversial issues. The main laws involved include the Constitution, local institutional laws, fiscal revenue and expenditure division laws, etc. This course will focus on authority and explore various legal controversies involving local autonomy. Through reports and discussions, we can understand the key issues and propose appropriate solutions in accordance with the law.
