面對全球氣候變遷的挑戰,本課程希望培養環境規劃及設計專業者的核心能力,運用科學方法評估風險並研擬有效的調適策略。
課程目標
1.理論與實務並重的專業技能培養:本課程幫助學生掌握氣候風險評估的理論基礎與實務技能,建立完整的知識體系。學生將學會運用地理資訊系統(GIS)與空間分析技術,具備專業的空間分析能力,並能製作高品質的氣候風險地圖。
2.政策治理與法規認知:本課程將深入介紹台灣氣候變遷相關法規架構,讓學生理解氣候治理的政策工具與執行機制。學生將掌握政策制定與執行的關鍵要素,建立政策思維。
3.韌性規劃與設計思維:透過系統性的「兩階段六步驟」操作方法,學生將發展韌性規劃的設計思維與執行能力。從氣候資料蒐集、風險評估,到調適選項識別與韌性策略研擬,提供完整的實務操作框架。
4.跨領域整合能力:本課程將結合空間規劃與政策治理觀點,培養學生的跨領域整合與溝通協調能力,以使學生將能夠在不同專業領域間建立橋樑,解決複雜的氣候變遷問題。
課程內涵
本課程以GIS技術為核心工具,結合理論學習與實務操作。學生將進行氣候資料分析、危害度評估、脆弱性分析等技術性工作,同時學習政策分析與規劃設計方法。透過完整的學習歷程,培養學生解決真實世界氣候變遷問題的專業能力。Faced with the challenges of global climate change, this course hopes to cultivate the core abilities of environmental planning and design professionals, use scientific methods to evaluate risks and develop effective adaptive strategies.
Course Target
1. Professional skills training that emphasizes theory and practice: This course helps students master the theoretical foundation and practice skills of climate risk assessment and establish a complete knowledge system. Students will learn to use geographic information systems (GIS) and space analysis technology, have professional space analysis capabilities, and be able to produce high-quality climate risk maps.
2. Policy Governance and Legal Regulations: This course will provide in-depth introduction to the legal frameworks related to climate change in Taiwan, so that students can understand the policy tools and implementation mechanisms of climate governance. Students will master the key elements of policy formulation and implementation and establish policy thinking.
3. Principal planning and design thinking: Through the systematic "two-stage six-step" operation method, students will develop the conceptual thinking and execution ability of Principal planning. From climate data collection, risk assessment, to appropriate identification and investigation of end-of-sight strategy, we provide a complete practical operation framework.
4. Cross-domain integration capability: This course will combine spatial planning and policy governance perspectives, cultivate students' cross-domain integration and communication coordination capabilities, so that students will be able to establish bridges in different professional fields to solve complex climate change problems.
Course content
This course takes GIS technology as the core tool to establish reasonable study and practice operations. Students will conduct technical work such as climate data analysis, hazard assessment, and vulnerability analysis, and learn policy analysis and planning design methods. Through a complete learning process, students can cultivate their professional ability to solve real world climate change problems.
