教育目標 Course Target

本課程旨在透過系統性理論探討、在地政策分析與跨國制度比較,依循「理論—制度—實務」,培養學生於家庭政策領域中整合性別視角、批判性思考與實務介入能力。課程目標聚焦於三大核心層面:理論基礎的深化、政策機制的解構,以及多元家庭形態的實務回應。藉由本課堂,學生將掌握家庭政策如何透過制度設計再製性別角色,發展出在非典型家庭與文化差異情境下的服務及倡議策略。 課程首重於建構學生對照顧勞動公共性的理論敏感度,透過Fraser(1994)的「照顧提供者平權」模式與Folbre(2001)的照顧經濟分析,理解國家如何透過福利工具(如育嬰假、長照服務)介入家庭內部權力關係。其次,引導學生檢視台灣家庭政策的歷史軌跡與制度矛盾,特別是現金給付(in-cash)、實物服務(in-kind)與時間支持(in-time)三種政策工具對不同階級與性別的造成的照顧安排差異。 實務層面則強調多元家庭的政策包容性,探討同志家庭、跨國婚姻與移工照顧等非典型家庭如何被現行福利體系排除,辨識政策對於「正常家庭」的意識形態如何影響人們的選擇。接著,透過北歐普及式照顧模式、東亞家庭主義等跨國案例,反思台灣制度在高齡少子化雙重壓力下的改革可能性。最終,了解去家庭化與福利再建構的政策走向,將如何平衡家庭照顧責任。This course aims to cultivate students' ability to integrate, critical thinking and practical intervention in the field of family policy through systematic theory exploration, local policy analysis and transnational systems, and follow the "theory-institution-in practice". The course goals focus on three core aspects: deepening theoretical foundations, solution to policy mechanisms, and practical responses to diverse family forms. Through this class, students will master how family policy can develop services and advocacy strategies in atypical family and cultural differences through institutional design. The course focuses on constructing the theoretical sensitivity of students to public care, and through Fraser's (1994)'s "care provider equity" model and Folbre's (2001)'s care economic analysis, we understand how countries can intervene in the internal family's power relations through welfare tools (such as childbearing leave and long-term care services). Secondly, it guides students to view the historical and institutional contradictions of Taiwan’s family policy, especially the differences in care arrangements caused by three policy tools, including cash payment (in-cash), physical services (in-kind) and time support (in-time). The practice surveillance emphasizes the policy inclusiveness of diverse families, explores how atypical families such as gay families, transnational marriages and migrant care are excluded from the ongoing welfare system, and how the identifiable form of policy on "normal families" affects people's choices. Then, through cross-country cases such as the popular care model in Northern Europe and the family theory of Eastern Asia, we reflect on the possibility of reform of the Taiwan system under the dual pressure of high birth and low birth. Finally, understanding the policy direction of defamilyization and welfare reconstruction will balance family care responsibilities.

本課程以性別、社會工作與社會福利為主軸,運用「性別體制」作為分析視角,探討家庭、工作與社會政策之間的制度安排與權力關係。從社會工作專業的立場出發,反思性別與照顧在政策中的再現方式,進而理解制度如何形構家庭實踐、專業服務與社會期待的樣貌。 首先,課程將由家庭政策相關的理論基礎切入,強調性別如何深刻影響家庭角色的建構與政策規劃的方向。如Fraser, N.(1994)所提出之「照顧提供者平權」模式、Folbre, N.(2001)的照顧勞動之公共性與再分配等,了解國家如何透過福利制度(如公共托育、育嬰留職停薪、長期照顧體系)介入家庭照顧安排。藉以掌握制度設計背後的價值假設,強化社會政策分析與實務服務之能力。 再者,課程將聚焦台灣家庭政策的發展脈絡與制度現況,分析婚姻制度、托育政策、長照服務、福利政策中的in-cash、in-kind及in-time等面向。藉以理解這些政策如何建構國家對於「家庭」與「照顧」的角色期待。進一步將探討制度如何在不同社會群體(如階級、性別、城鄉)間的差異,例如女性於照顧假制度中的高申請率與男性的低參與,反映政策在性別角色分工再製的情形。 第三,課程將納入對於多元家庭型態的關注,討論同志家庭、跨國婚姻、移工照顧與隔代教養等非典型家庭形式在政策體系中面臨的挑戰與排除。藉以認識政策所建構的「正常家庭模型」如何影響政策的可近性與合法性,並思考社工實務如何在不對等制度條件下提供回應、服務及倡議策略。 第四,課程將進行跨國家庭政策之比較,透過北歐國家的普遍照顧模式、日本與韓國以家庭主義為基礎的福利設計、美國市場導向的家庭政策等案例,理解不同制度在照顧資源分配、性別角色安排與公共支持程度上的差異。額外聚焦於高齡少子化下的雙重風險對家庭政策帶來的制度壓力,強調文化脈絡與政策制度之間的交織關係,政策同時作為工具性安排,及文化與權力再現的場域。 最後,課程規劃依循理論與實務交織的邏輯,從家庭政策的理論基礎與照顧選擇的社會動機出發,接續探討「理想照顧者」與「理想工作者」的建構如何影響母職與父職的實踐經驗,再進一步延伸至同志家庭與非典型照顧關係的制度排除。課程尾聲將進行家庭政策去家庭化、照顧市場化與福利再建構等議題的綜合討論。期望透過此課程,學生能具備批判性地理解家庭政策與性別制度之間的關係,並發展政策分析、制度評估與倡議實踐的初步能力。 本課程期許學生在理論認識、政策分析與實務回應三者之間建構連結,進而為推動更具包容性與性別正義的社會政策奠定基礎。
This course focuses on gender, social work and social welfare. It uses the "gender system" as an analytical perspective to explore the institutional arrangements and power relations between family, work and social policies. Developed from the standpoint of social work profession, reflect on the way gender and care are reproduced in policies, and then understand how the system forms the family’s reality, professional services and social expectations. First, the course will be based on the theoretical basis related to family policy, emphasizing how gender can profoundly affect the construction of family roles and the direction of policy planning. As proposed by Fraser, N. (1994), the public nature and redistribution of care activities of Folbre, N. (2001), etc., to understand how the country intervenes in family care arrangements through welfare systems (such as public childcare, childcare discontinuation, and long-term care system). By mastering the value assumptions behind institutional design, we will strengthen the ability to analyze and implement social policies. Furthermore, the course will focus on the development of Taiwan's family policy and institutional presentation, and analyze the in-cash, in-kind and in-time aspects of marriage system, childcare policy, long-term care services, and welfare policies. This is to understand how these policies build the national expectations of the role of "family" and "care". Further explore how the system differs between different social groups (such as grade, gender, urban areas), such as high application rates for women in the caregiving system and low participation of men, reflecting the reproduction of policies in the gender role division. Third, the course will include attention to the diverse family types, discussing the challenges and exclusions faced by atypical family forms such as gay families, transnational marriages, migrant care and intergenerational education in the policy system. To understand how the "normal family model" built by policy affects the approachability and legitimacy of policies, and to think about how social work practices provide responses, services and advocacy strategies under institutional conditions such as inconsistent. Fourth, the course will compare the cross-border family policies, and through cases such as the universal care model in Northern Europe, the welfare design based on familyism in Japan and South Korea, and the U.S. market-oriented family policies, we will understand the differences in the allocation of care resources, gender role arrangements and public support levels. In addition, it focuses on the institutional pressure brought by double risks under high birth rate to family policies, emphasizes the interdisciplinary relationship between cultural ties and policy systems, and policies are both instrumental arrangements and the field where culture and power reappear. Finally, the course planning follows the logic of theoretical and practical communication, and develops from the theoretical basis of family policy and the social movement of care selection, and continues to explore how the construction of "ideal caregivers" and "ideal worker" affects the actual experience of motherhood and fatherhood, and further extends to the institutional exclusion of gay families and atypical care. At the end of the course, a comprehensive discussion on the issues of defamiliarization of family policies, marketization of care and welfare restructuring will be conducted. It is expected that through this course, students can have a critical understanding of the relationship between family policy and gender system, and develop preliminary abilities in policy analysis, system evaluation and advocacy. During this course, students are allowed to construct a link between theoretical understanding, policy analysis and practical response, thereby laying the foundation for promoting more inclusive and gender-righteous social policies.
