教育目標 Course Target
本課程旨在協助學生理解制度主義與制度分析的理論與實務面。修畢本課後,學生將能夠建立分析框架,以進行此領域的研究,並作為後續學習的基礎。制度包含正式與非正式兩個面向。前者涵蓋法律與官方規定,這些規定約束社會行為;後者則包括文化、信念、習俗與規範,雖然強制力較弱,卻能將人們的行為塑造成特定模式,調節人際關係,並促使特定的行動取向。
制度分析的起源可追溯到經典社會學,如今已發展為涵蓋社會學、政治學與經濟學等多個學科的研究領域。在社會學中,研究重點在於制度如何塑造組織的內部結構,以及制度趨同(institutional isomorphism)的過程——也就是組織如何在其環境中獲得合法性。此外,制度經濟學家則強調制度如何框構人們的偏好與理性選擇,也關注制度如何降低交易成本、提升企業績效,並在宏觀層面促進經濟成長。對政治學家而言,制度主要指正式的法律與規章,他們關心支持制度存續的政治脈絡,以及這些制度如何穩定政經體系。
然而,制度分析在上述領域中共同面對的課題是:制度如何變遷?因此,本課程將探討過去關於制度轉變的研究,涵蓋路徑依賴(path dependency)、拼湊(bricolage),以及行動者、觀念、權力與回饋在變遷過程中的角色。學生透過學習制度轉變的過程,能掌握制度主義的理論與方法論面向;此外,透過比較不同制度安排與設計,學生也能了解政治、社會與經濟制度為何會產生不同的結果。
This course aims to help students understand the theoretical and practical aspects of institutionalism and institutional analysis. After completing this course, students will be able to establish an analytical framework to conduct research in this area and serve as a basis for subsequent study. Institutions include both formal and informal aspects. The former covers laws and official regulations, which constrain social behavior; the latter includes culture, beliefs, customs, and norms. Although the force is weak, it can shape people's behavior into specific patterns, regulate interpersonal relationships, and promote specific action orientations.
The origins of institutional analysis can be traced back to classical sociology, and now it has developed into a research field covering multiple disciplines such as sociology, political science, and economics. In sociology, research focuses on how institutions shape the internal structure of organizations and on the process of institutional isomorphism—that is, how organizations gain legitimacy within their environment. In addition, institutional economists emphasize how institutions frame people's preferences and rational choices, and also focus on how institutions reduce transaction costs, improve corporate performance, and promote economic growth at the macro level. For political scientists, institutions mainly refer to formal laws and regulations. They are concerned with the political context that supports the survival of institutions and how these institutions stabilize the political and economic system.
However, the common issue faced by institutional analysis in the above fields is: How do institutions change? Therefore, this course will explore past research on institutional change, covering path dependency, bricolage, and the roles of actors, ideas, power, and feedback in the process of change. By studying the process of institutional transformation, students can master the theoretical and methodological aspects of institutionalism; in addition, by comparing different institutional arrangements and designs, students can also understand why political, social and economic systems produce different results.
