本課程在使碩士班學生了解如何以一套概念、程序和工具，協助公共組織發展運作的策略，使之對環境的變化有所警覺，並更為有效地配置組織內部有限的資源，進而取得能夠永續的競爭優勢。然而，相對於於策略規劃與管理在私部門早已廣泛運用，公共組織中除研考單位因職司「中程施政計畫」，而必須運用、體現策略的規劃與管理，餘多無緣觸及，因此在進度安排上，修課同學首先將熟習一般私部門在包括願景與使命、內外環境評估、策略選擇與分析等要項的策略規劃，以及策略執行與策略評估等各階段所涉及的基本概念；其次再特別針對公共部門進行策略規劃應行面對的相關議題，加以探討，最後則就授課教師所給定期末實作題，分組完成足以展現應用、分析全期所學的期末報告，與負責評論同學相互對話，期能有助於修課同學掌握當前組織生存與發展的關鍵。This course enables cadet students to understand how to use a set of concepts, procedures and tools to help public organizations develop their operations, so that they can be alert to environmental changes, and more effectively allocate limited resources within the organization to achieve sustainable competitive advantages. However, compared with the fact that strategic planning and management have been widely used in the private sector, in addition to the study and examination units in the public sector, they must be used and planned and managed in accordance with the department's "mid-course policy plan", and there are many uninformed aspects. Therefore, in terms of progress arrangement, students in the course will first become familiar with the strategic planning of the general private sector including key areas including landscape and mission, internal and external environment assessment, strategy selection and analysis, and policy, as well as The basic concepts involved in various stages such as implementation and strategy evaluation are briefly discussed; secondly, we will discuss the relevant issues facing the strategic planning of the public department, and finally we will conduct regular final work on the teaching teachers, and divide the final reports that are sufficient to show the application, analyze the entire period study, and talk to the students who are responsible for the evaluation. This will help students in the course to master the key points of the current organizational survival and development.
